Description
The Naval Surface Warfare Center, Carderock Division (NSWCCD) intends to negotiate, on a competitive basis for a five year indefinite delivery, indefinite quantity cost plus fixed fee (completion) contract for Navy oriented advisory and assistance engineering and analytical services in support of a broad spectrum of research, development, testing, and evaluation projects dealing with materials technology, and other technologies and related disciplines used in the development of Navy ships, submarines, aircraft, and weapon systems. Specific support will be to NSWCCD which plans and conducts Research and Development (R&D) in science, technology, and engineering to meet Navy Mission Area Strategies; serves as the primary Navy materials R&D facility for development of materials technology and other technologies for ships, submarines, and surface craft; serves as Navy/DoD major refe rence for knowledge of materials application and technology; and provides direct support to the Fleet in the solution of operating problems related to materials. The primary focus of R&D efforts is to develop and improve seaborne technologies to enhance the design, construction, and operation of Navy ships, craft, submarines, and underwater vehicles, and to reduce associated costs; and to meet the CNO goals for environmentally sound ships and Fleet support activities for the 21st century, which will be able to affordably comply with all current and anticipated state, federal, and international environmental regulations and enable unconstrainted access to all navigable waters. A Department of Defense security clearance to the DOD SECRET level will be required for the contractor's personnel and facilities, and the contractor must have the capability to store material classifie d up to and including SECRET. The contractor's facility (cleared to the SECRET level) shall be within 50 miles or 60 minutes from the NSWC Carderock Division. An Organizational Conflict of Interest provision (JUN 1996) (NSWCCD) will be required and included in this proposed requirement. The period of performance shall be for five years with an estimated 18,500 work-hours per year. Definitive tasks will be issued on individual delivery orders. It is anticipated that the major effort to be performed will be accomplished at the Contractor?s facility. It is anticipated that a Request for Proposal (RFP) will be issued on or about 30 May 2003 and will close approximately 45 days thereafter. Electronic copies of the RFP may be obtained at website http://www.dt.navy.mil/acquisition after 30 May 2003. Note 1 applies (the proposed contract is 100% set aside for small business concerns).
