- NAVAIR Orlando Training Systems Division intends to award a sole source modification to Outstart, Inc., located at 89 South Street, 8th Floor Lincoln Plaza, Boston, MA 01760, to the existing NILARS commercial IQC N61339-02-D-0006. The purpose of this modification is to provide the possibility to order up to one thousand additional days of technical support services as well as travel in a not to exceed amount, in support of the Outstart Evolution Learning Content Management Systems (LCMS) on the existing NILARS commercial IQC. This technical support is required to meet the needs of the Evolution LCMS roll out to six sites, which support twelve learning centers purchased on an existing delivery order. The technical support shall consist of refining the integration of the OutStart Evolution LCMS software with the existing Integrated Learning Environment (ILE) systems including the Learning Management System (LMS), integration of Navy?s Reusable Learning Object Development Tool into the Evolution LCMS, and the evaluation of existing Navy content to determine integration viability into the Evolution LCMS. It shall also include development of interfaces for existing and future Navy content and simulations, and authoring and deployment via the Evolution LCMS repository. The technical support shall also provide for any required Application Program Interfaces (APIs) and work with Navy Knowledge OnLine vendor to enable single sign-on capability. It shall also consist of making minor Evolution LCMS software modifications and modifying user configuration as necessary. An award through competitive procedures to a source other than OutStart would cause unacceptable delays in fulfilling the agency?s requirements. The software coding and customization required for a third party to integrate another product, and the time required for a third party to become sufficiently proficient to provide support for the lifecycle of the product would pose unacceptable schedule and performance risk to the project. OutStart Incorporated is the sole proprietary owner of the Evolution LCMS software and as such, has produced and owns the programming code necessary to modify and customize the software for the successful integration of the OutStart Evolution LCMS software at all six sites involved in the roll out. The addition of the technical support and the travel shall increase the contract ceiling by the amount of $1,800,000. This is not a request for quotation, nor an announcement of a forthcoming solicitation. Requests for copies of a solicitation will not be honored or acknowledged. This contract modification will be negotiated on a sole source basis under the authority of FAR 6.302-1. NAWCTSD intends to award a sole source contract modification fifteen (15) business days after publication of this notice.
