Description

The National Institute of Standards and Technology intends to procure on a sole source basis with Grammarians Inc., Alexandria, VA for editing and desktop publishing ATP/Economic Assessment Office Reports, under the authority of FAR 13.106-1(b) ONLY ONE SOURCE REASONABLE AVAILABLE. Specific tasks include, for about 10-15 economic studies: 1) Expertly edit and proofread EAO reports for good grammar and clarity. 2) Graphical services using standard Microsoft software, e.g. Excel, Powerpoint. 3) Desktop publishing services to ready the reports for final publication. 4) A final review of the paper to check for formatting, cross-check the table of contents against the text, and an overall check that the paper is correct. 5) Transmit documents though email, overnight delivery, messenger, or other means to ensure timely turnaround of work. This is a sole source procurement since Grammarians, Inc. has provided editing and desktop publishing services to the National Institute of Standards and Technology, Advanced Technology Program. They have edited numerous Department of Commerce publications, most recently the Strategic Plan, and are intimately familiar with the requirements and format requirements of the Department of Commerce and NIST. Grammarians has an established reputation for providing high-quality editorial services to government and private organizations. NIST/ATP has previously worked with Grammarians, Inc. and is building on existing experience and relationships. Searching and using another contractor would result in delays in NIST current work schedule. A fixed price Purchase Order with a fourteen (14) week performance period will be awarded on or about 03/25/03 using Simplified Acquisition Procedures. Interested parties may identify their interest and capabilities to respond to the requirement. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation will not be issued. See Note 26.
