- Description
- The National Institute of Standards and Technology (NIST) intends to procure on a sole source basis with Bo Gao, Toledo, Ohio under the authority of FAR 13.106-1(b) Only one Source Reasonably Available to develop theoretical models to perform calculations and analysis on the Quantum Defect Theory of Ultracold Atomic Interactions. Bo Gao has the specific combination of skills needed for the completion of this project. This is a sole source procurement since contractor is intimately familiar with the theoretical issues associated with multichannel quantum defect theory, and its specific relevance to NIST programs in cold atom physics and quantum information and has developed the specific computer codes for the special functions needed for analysis of van der Waals potentials. Contractor skills and knowledge are essential for the timely completion of NIST programs goals, and it would be impractical to train someone who is not knowledgeable in this area in the limited time available. A fixed price Purchase Order with four (4) month performance period will be awarded on or about April 1, 2003 using Simplified Acquisition Procedures. Interested parties may identify their interest and capabilities to respond to the requirement. This notice of intent is not a request for competition. However, the Government will consider all responses received by the closing date. Written responses to this synopsis shall contain sufficient documentation to establish a bona fide capability to fulfill the requirement. A Request for Quotation will not be issued. See Note 26.
