- Description
- The Naval Air Warfare Center Weapons Division (NAWCWD), China Lake, CA acting as an agent for the Defense Advanced Research Projects Agency (DARPA), intends to enter into Alpha Acquisition Discussions for a cost plus fixed fee contract, on an Other than Full and Open basis with Northrop Grumman Space Technology, One Space Park, Redondo Beach, CA 90278-1078 for the designing, fabrication, and testing of a form-factored all weather active Ka-band radar antenna employing Electronic Scanning Array (ESA) technology. The statutory authority permitting other than full and open competition is Title 10 U.S.C. 2304 (c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, only one responsible source. This procurement is part of the Defense Advanced Research Project Agency (DARPA) Low Cost Cruise Missile Defense (LCCMD) Program. The goal of the LCCMD program is to design, develop, demonstrate, and transition a low cost ESA for use in affordable interceptor systems to defeat raids of unsophisticated aerial vehicles. DARPA desires to develop and demonstrate an all-weather ESA antenna that incorporates modern, low cost ESA technology into systems capable of being field deployable. This procurement is an extension to Broad Agency Announcement Number N68936-02-R-0045 that provides for a Preliminary Design of the Low Cost ESA Antenna using the preliminary design per contract N68936-02-C-0017. The contractor shall perform detailed design, analysis, and trade-off studies necessary to support the ESA Critical Design Review (CDR). Following the CDR, the contractor shall develop an ESA antenna, including applicable test software, to support ESA antenna evaluation for the purpose of demonstrating to the government that the ESA antenna is suitable for potential follow on sensor development. The anticipated award date is on or about 1 July 2003. The period of performance for this contract is eighteen (18) months. The use of Alpha Acquisition procedures shall be used for award of this contract; therefore, a solicitation will not be issued. All responsible sources may submit a proposal, which shall be considered by the agency. Responses to this intent to solicit, from other than the source listed, will be required to submit information to verify their prior experience in the development of a low cost, form-factored all weather Ka-band active ESA radar antenna through preliminary design review. Responses shall be submitted to Shaleen Lambert at the address noted above by 26 March 03. Note 22 and 26 apply.
