Description
The Department of the Interior, Minerals Management Service intends to make a time and materials, sole source award to NCI Information Systems, Inc. for the development and testing of more efficient air compressors. This action is a follow-on procurement to a contract previously awarded to NCI Information Systems, Inc. for initial research and development of compressors. This non-competitive action is being issued by GovWorks under the authority of the Department of Interior Franchise Fund on behalf of the Air Force Corrosion Prevention and Control Office (AFCPCO), AFRL/MLS-OLR, Robins Air Force Base, GA. The AFCPCO ensures that the Air Force has a viable program to prevent, detect, and control corrosion damage on the structures of Air Force systems and equipment and minimizes the impact of corrosion on them. The PRAM (Productivity, Reliability, Availability, Maintainability) Program was initiated to address this mission. The development and testing of new technology air compressors is part of the PRAM Program. The objective of the compressor technology task is the development and testing of more efficient air compressors to be used in shop and flight line applications throughout the U.S. Air Force. In performing this contract, the contractor shall design and develop prototype hardware; develop and perform suitable testing for performance, safety, and reliability; develop cost data for Return on Investment calculations; and develop and deliver a full capacity compressor meeting all of the Air Force Requirements. Negotiations are anticipated with NCI Information Systems, Inc. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 6.302. Interested persons may identify their interest in and capabilities for the requirement by forwarding their information to the point of contact identified below. This notice of intent is not a request for competitive proposals. However, all information on capabilities received within fifteen days after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government.
