- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number F04605-03-T-0005 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2001-08. This acquisition is 100% set-aside for small businesses. The associated NAICS code is 624310 with $6.5 million size standard. 1) Provide 4 day class on systematized approach to audit report writing, 2)1 ea preliminary class preparation fee, 3)6 trips, travel ?JTR to March Air Reserve Base California. DESCRIPTION OF SUPPLIES/SERVICES ? The proposed training coordinates auditing, managing the audit, writing the report, and reviewing the report. The major objective of this training is to teach auditors how to create factual reports that are immediately understandable by busy managers who need to read rapidly and selectively. The training will demonstrate how to use the existing Air Force Audit Agency (AFAA)computerized work paper system to incrementally develop the report during audit, thus saving a great deal of time and creating a team approach to auditing. The corporation providing this training will require a thorough understanding of AFAA?s automated working paper process, audit report writing techniques, systematize work paper preparation and report writing, systematic logic and evidence needed to substantiate audit positions, the latest improvements in automated report writing techniques, report finding development, the team approach to report writing and reviewing, and English grammar and style training. In addition, the corporation is expected to provide individualized training to all students commenting on a sample of their past audit report writing effort. The training will be performed at March ARB, CA with the government reimbursing the corporation for travel and per diem at the Joint Travel Regulation rate. Period of performance: 01-April 2003 to 30-Sep-03 and performance will be at March Air Reserve Base, California. Vendor must be actively registered with Central Contractor Registration at www.ccr2000.gov. Offerors must comply with all instructions contained in FAR 52.212-1, Instructions to Offerors-Commercial. FAR clause 52.212-2, Evaluation-Commercial Item applies to this solicitation. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation and will be most advantageous to the Government. Overall price is the evaluation factor and past performance. The following additional FAR provisions and clauses do apply: FAR 52.212-4 is incorporated by reference and will be incorporated in the Purchase Order by reference.
