- Department of the Housing and Urban Development, Denver Field Contracting Operations, 633 17th St, Denver, CO 80202 D - MAINTENCE SUPPORT SERVICES FOR HUD'S PAS,LOCCS, BOND, & SAVE FINANCIAL ACCOUNTING SYSTEMS. Sources Sought -- The Department of Housing and Urban Development (HUD) has a requirement for services to provide maintenance support services for the CFO's Program Accounting System (PAS), Line of Credit Control System (LOCCS), Bond Payment System (BOND) and the Section 235 Automated Validating and Editing System (SAVE). Interested vendors may view an initial draft of the performance work statement at HUD's Contracting Opportunities page on the internet at http://www.hud.gov/offices/cpo/contract.cfm. HUD intends to competitively procure the services using the GSA Federal Supply Schedule, in accordance with FAR Part 8. The resultant award will be for a base period of one year with four one-year options. At this time, HUD has not determined whether to solicit as a small business set aside basis or on an unrestricted basis (i.e. all business types). A decision will be made after reviewing the responses to this notice. Interested large businesses must express intent to subcontract at least 40% of the work to small businesses, in accordance with HUD's established goals for small business participation in procurements. For purposes of determining size status, NAICS code 541519, with $21M in average annual receipts, will be used. After reviewing the draft SOW, interested parties who believe they can perform the work must provide the required information stated below to the following email address: michael_j._mee@hud.gov. Due to the anticipated volume of replies to this synopsis, we do not expect to be able to individually notify vendors that are not selected to participate. Upon determination of the pool of vendors to be solicited, based on evaluation of the information provided as required below, HUD intends to hold a pre-solicitation conference with those vendors selected to permit questions and answers, as well as suggestions on how to improve the work statement before the final solicitation is issued. With the email notification of interest, interested vendors shall provide the following information: 1) Qualifications sufficient to ascertain the vendor may be able to perform the requirements stated in the work statement, including knowledge of, and experience with, the noted systems. 2) Identification as to whether the vendor is large or small and, if large, intent to subcontract 40% or more. 3) The vendor's GSA schedule number and point of contact, including both telephone number and email address. Do not submit a company overview or unnecessarily elaborate materials; submissions should not exceed 10 standard pages when printed. Vendors who do not provide the mandatory information will not be considered. Interested parties must respond no later than 3:00 pm Mountain Time, March 24, 2003.
