Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in this notice. The announcement constitutes the only solicitation; a written solicitation will not be issued. Request for Quotation (RFQ) # 0036061 is assigned and shall be referenced on any quotations. The Federal Bureau of Investigation (FBI) intends to solicit and negotiate on a sole-source basis with Cyra Technologies, Inc., 4550 Norris Canyon Road, San Ramon, CA 94583 for the purchase of a commercially available totally integrated 3-D Laser Scanning System, to include at a minimum (1) the capacity to paint a three-dimensional area with a laser to capture distance and elevation coordinates necessary to accurately reconstruct a crime scene; (2) the capacity to directly download point cloud data into AutoCAD software; (3) achieve one quarter inch accuracy; (4) ability to pick any two points in point cloud and acquire a linear dimension; (5) possess a means to relate or register overlapping pont cloud data accurately; (6) capability to immediately view area of scan; and (7) achieve a minimum range of 300 meter. The proposed contract action is for equipment for which the government intends to solicit and negotiate with only one source under the authority of FAR 6.302 and will result in a Firm Fixed Price contract beginning upon the date of acceptance by selected offeror. FOB Destination is FBI, Laboratory Building, Quantico, VA 22135. This is not a request for competitive quotes. However, all compliant quotes received within fifteen (15) days after date of publication of this synopsis will be considered by the Government. Interested parties may identify their interest and capability to this requirement by submitting a quote with substantial literature regarding their commercially available integrated 3-D laser scanning system which meets the minimum requirements specified. Information received from other than the requested party will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete this proposed acquisition based upon responses to this notice is solely within the discretion of the Government. All incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-12. The following clauses and provisions are incorporated by reference and apply to this acquisition: FAR 52.212-1 Instructions to Offerors - Commercial Items (Oct 2000); FAR 52.212-2 Evaluation - Commercial Items (Jan 1999); FAR 52.212-3 - Offeror Representations and Certifications - Commercial Items (JUL 2002); FAR 52.214-4 Contract Terms and Conditions - Commercial Items (Feb 2002); FAR 52.212-5 Facsimile Proposals (Oct 1997). All quotes shall be clearly marked with RFQ #0036687 and shall be submitted to Marsha Coffman, Contract Specialist, at the address mentioned above and all responses received by March 19, 2003 at 4:00pm will be reviewed by the Government. Interested parties are hereby notified that due to security issues, only faxed and e-mailed offers will be considered. Quotes can be faxed to (703) 632-6370 or e-mailed to mcoffman@leo.gov. and those not received by the designated time and date will not be considered. Award is anticipated within one (1) week after closing. Telephone requests will not be accepted.
