Description
The National Science Foundation (NSF), Division of Graduate Education (DGE), has a continuing requirement for processing and evaluation services for its Graduate Research Fellowship Program (GRFP). The Graduate Research Fellowship Program (GRFP) has been a flagship NSF program since 1952, providing the Foundation direct support of tomorrow's leaders in science and engineering. The main task areas for this work consist of the following: a) developing program materials; b) conducting program publicity and outreach, and answering inquiries; c) receiving and processing application materials; d) arranging for and conducting evaluations of the applications; e) producing and delivering the results of application evaluations; and f) performing related administrative services. GRFP is a high-volume program; in 2003 the program reviewed over 7800 applications, and each application had 3-4 references associated with it. The selected contractor will be required to establish and maintain a pool of qualified reviewers representing all of the science and engineering disciplines supported by NSF. The scale of the program requires a contractor with access to sufficient people and technical resources (number and quality) as well as a well-organized effort in operations and administration. The selected contractor must provide customer service, quality control, and evaluation integrity for all applicants and their references. The contractor must demonstrate broad capabilities, including recruiting, handling large sets of applications, and constructively interacting with NSF's FastLane developers. FastLane is an interactive real-time system used to conduct NSF business over the Internet. NSF anticipates awarding a three-year base contract with options to extend the contract up to five years. The RFP is expected to be available on or about March 24, 2003. Full and open competition is solicited under North American Industry Classification System (NAICS) Code 611710 "Test Development and Evaluation Services, Educational." The solicitation is being issued on an unrestricted basis and will include an SDB Price Evaluation Adjustment clause and an evaluation factor for SDB participation.
