Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. THERE IS NO SOLICITATION AVALILABLE AT THIS TIME. The 50th Contracting Office is conducting a market survey to determine the existence of potential business sources to perform the operation of the Automated Data Processing Center. This is to include operation and system administration of the Energy Management Control System (EMCS), the Geographical Information System (GIS), the Work Information System (WIMS), the Fire Reporting System, the Emergency Information System (EIS), the Electronic Document Management System (EDMS), Small Computer, Automated Data Processing Equipment Management and Customer Service. It is anticipated that the period of performance will be a basic year and four options years. In addition, the contractor will be required to begin a transition period 30 days prior to the basic period start date. The information in this notice is based on the best and most current information available to date. The information is subject to change and is not binding on the Government. Updated information will be provided in future announcements and posted electronically to the Electronic Posting System (EPS) located at www.eps.gov as available. This requirement will involve contractor performance in a wide range of functions required to provide complete operating support. The functions are as follows: The contractor shall provide all personnel, management, labor, parts, materials and other items and services necessary to operate, maintain, and repair the systems as defined. The services and systems shall operate 24 hours/days, seven days/week. The EMCS shall be maintained at a 99.999% reliability rate. A qualified EMCS operator shall be on duty at all times. The responsibilities include constant monitoring of the EMCS computer(s) for equipment alarm and trouble conditions; making immediate judgments as to the criticality of those conditions and reporting problems to the appropriate field maintenance and repair crews. Reports shall be generated once every eight hours to indicate current system status. The contractor shall provide an uninterrupted maintenance that includes system software upgrades, ensures complete system diagnostics on both the operating system and software are accomplished every six months and that provides for routine/emergency repair of system components. System maintenance is currently being provided by a proprietary data maintenance contract with the manufacture to and including part and materials. The contractor shall be responsible for EMCS database, graphics, FID control block and EPROM development and additions for any maintenance, repair or construction projects that involve less that 100 field points. The Base Fire Reporting System shall be maintained at a 95% reliability rate. A qualified Fire Reporting System Operator shall be on duty at all times. Responsibilities include monitoring the Fire Reporting System computer(s) for equipment alarm and trouble conditions; comparing Fire Reporting System alarms with input from other Control Center computer systems; making judgments as the critically of those conditions and reporting problems to the appropriate field maintenance and repair crews. The contractor shall provide an uninterrupted maintenance that includes system software upgrades, ensures complete system diagnostics on both the operating system and software are accomplished every six months and that provides for routine/emergency repair of system components. System maintenance is currently being provided by a proprietary data maintenance contract with the manufacture to and including part and materials. The contractor shall be responsible for database, graphics, fire panel EPROM data development and additions for any maintenance, repair or construction projects that involve less that 100 field points.
