- Description
- The U.S. Department of Agriculture, Natural Resources Conservation Service (NRCS) is seeking assistance from private sector individuals, firms, entities, and/or public agencies (non-federal) to assist with the implementation of producer nutrient management plans through the Environmental Quality Incentives Program (EQIP). The purpose of EQIP is to promote agricultural production and environmental quality as compatible goals. The program provides technical and financial assistance to producers to comply with local, state, and national regulatory requirements concerning soil, water, air, wildlife habitat, and surface and groundwater conservation. The Minnesota NRCS is seeking through this notice, private sector assistance to meet the increasing demands for technical assistance in developing detailed producer nutrient management plans. Additional activities may require the use of web-based applications to report project completion and other accountability items. The Nutrient Management Specialist will work with agricultural producers in the development of nutrient management plans and/or Comprehensive Nutrient Management Plans (CNMP) as required by EQIP contracts. The Minnesota NRCS State Office intends to select private sector individuals, firms, entities, and/or public agencies (non-federal) to provide this assistance in cooperation with the agency. The agency is seeking private sector individuals, firms, entities, and/or public agencies (non-federal) with experience in the development, implementation and maintenance of nutrient management plans. Applicants interested in furnishing the desired technical assistance are encouraged to give written notice to the Solicitation Contact. Selected applicants must hold or be able to obtain a Nutrient Management Planner certification from Minnesota NRCS. Successful applicants may also be required to provide additional proof of licensing, certification(s), and bonding for contracted activities. If an individual, firm, entity, and/or public agency (non-federal) wishes to provide this assistance, but holds no applicable certifications, they are encouraged to state this in their response to this solicitation and provide applicable information detailing their qualifications. This is a ?Sources Sought Notice?. It is anticipated that a separate ?Request for Proposal? is will be advertised for specific NRCS administrative areas in Minnesota as soon as funding becomes available and surplus workload is identified.
