- Description
- The U.S. Department of Agriculture, Natural Resources Conservation Service (NRCS) works in a voluntary partnership with private landowners to develop and sustain productive forestlands. Recently the Farm Security and Rural Investment Act of 2002 (2002 Farm Bill) re-authorized the Wildlife Habitat Incentive Program (WHIP), Environmental Quality Incentive Program (EQIP) and other conservation programs that allow participants to establish forestry practices. Anticipated funding options have and will continue to allow NRCS to provide technical assistance at the local level to private landowners wishing to develop, implement and maintain forestry conservation practices. The Minnesota NRCS State Office is seeking through this notice, private sector assistance to meet the increasing demands for technical assistance on forestlands. The Minnesota NRCS State Office intends to select private sector individuals, firms, entities, and/or public agencies (non-federal) to provide this assistance in cooperation with the agency. The agency is seeking private sector individuals, firms, entities, and/or public agencies (non-federal) with experience in the development, implementation and maintenance of forestry conservation practices such as tree planting, timber stand improvement, forest riparian buffer, and forest site preparation. If you believe that you can furnish the desired technical assistance you are encouraged to give written notice to the Solicitation Contact. Selected applicants must hold or be able to obtain a Minnesota Forest Stewardship Planner certification. Successful applicants may also be required to provide additional proof of licensing, certification(s), and bonding for contracted activities. Additional activities may require the use of a web-based application to report project completion and other accountability items. If an individual, firm, entity, and/or public agency (non-federal) wishes to provide this assistance, but holds no applicable certifications, they are encouraged to state this in their response to this solicitation and provide applicable information detailing their qualifications. This is a ?Sources Sought Notice?. It is anticipated that a separate ?Request for Proposal? will be advertised for specific NRCS administrative areas in Minnesota as soon as funding becomes available and surplus workload is identified.
