Description
A76 COST COMPARISON FOR INK MANUFACTURING AND ROLLER RECOVERY. The mission of the Bureau of Engraving and Printing (BEP) is to serve as the Federal Government’s most secure and efficient source of vital securities. The BEP operates state-of-the-art facilities for the printing and processing of U.S. currency, postage stamps, and other securities. In support of these operations the BEP utilizes intaglio, offset, letterpress, and gravure printing processes, and manufactures the ink utilized in the printing process. The successful contractor shall provide the necessary personnel, management, and supervision, and utilize the current ink making facilities to manufacture currency and specialty inks, produce quality stocks, bases, composites, and finished inks suitable for BEP printing production at both the Washington, DC and the Ft. Worth, Texas (WCF) locations. The mission for Roller Recovery is to manufacture, supply, and service wipers and inking-in rollers in direct support of plate printing. The objective of this study is to ensure that the most cost-effective and efficient processes are employed at the BEP. The BEP is issuing a draft performance-based statement of work as an attachment to this notification. The BEP intends to issue a formal solicitation and the procurement will be conducted in accordance with the Office of Management and Budget (OMB) Circular A-76, utilizing a Best Value source selection process. The A-76 Circular and Revised Supplemental Handbook are available for review on the OMB website at www.omb.gov/circulars/index.html. Interested parties will be extended the opportunity to visit the BEP facilities prior to release of the formal solicitation document. The BEP encourages feedback as a result of the draft statement of work and site visit. A Sources Sought Synopsis was issued on January 15, 2003, the final solicitation will be electronically posted on the Federal Business Opportunities Website at www.eps.gov. The BEP anticipates that a firm fixed-priced contract with a base year and four option years will be awarded. Interested sources may submit a written request to be placed on the mailing list so they can be notified when the solicitation is released. All responsible sources may submit an offer upon receipt of the solicitation, which, shall be considered by the Bureau.
