Description
SHAPE (Supreme Headquarters Allied Powers Europe) has a request for a deployable Headquarter asset, which will be achieved in various increments. The first one is the Initial Operational Capability (IOC). The IOC will provide the means to conduct Combined Joint Task Force (CJTF) Operations. The assets include operational and administrative working spaces, personnel accommodation facilities, support facilities, security and force protection features, utilities system, transportation assets, support equipment and furnishings. Given a 90 days notice, these assets must be available to NATO Military Authorities. To achieve that capability quickly and at a minimum investment cost, dormant contracts will be established through ICB. These dormant contracts will define prices and delivery conditions for all required facilities and equipment, ordered on an as-required basis. These dormant contracts will be awarded at no cost to NATO, with the proviso that they will be activated only as needed for actual contingency operations. Eleven (11) dormant contracts will be awarded to cover the IOC CJTF for which Nations are kindly requested to provide potential suppliers. The eleven procurement contracts are as follows: (1) Office & Accommodation Buildings (Rigid framed fabric building for offices, conference rooms, fire station, etc. with floor areas of 30 m2, 100 m2,and 300 m2 each) (2) Large Buildings for Dining Hall and Workshops (Rigid framed fabric buildings for dining halls, workshops, garages and vehicle preparation area, with floor area of 400 m2) (3) Containerized Facilities (Ablutions, guardhouses, detention cells, weapons and ammo storage, workshops, field kitchen, cold rooms, store room laundry) (4) Environmental Control Equipment (Air conditioners, hot air generators) (5) Electrical System (Power generators, generator fuel tanks, power distribution, power supply) (6) Waste and Sewage Treatment Systems (Sewage treatment plant, portable chemical toilet cabins, disposal equipment, waste bins, grease traps, sewage piping kit) (7) Water Treatment and Distribution System (Water treatment plant, initial deployment pack water storage and distribution, water tanks, pumping station, water distribution piping kit) (8) Vehicles (Minibus, one ton van 4x4, staff cars, passenger vehicle- rough-terrain, PVRT bullet proof class V, one ton pick-up truck, 10 ton flatbed truck with 6.00 m trailer, 5 ton truck with single axle trailer,etc.) (9) Ancillary Equipment (Ground fuel supply point including storage and distribution, helipad matting, incinerator, used oil bins, portable concrete mixers, dismountable steel vehicle repair ramp for buses and trucks, etc.) (10) Force Protection Material (Barbed wire fence to NATO standard, 4 man Sangers, Security Area Lighting, Blast Wall gabions for physical protection of vital areas, Anti-sniper screen cover for view, various camouflage netting-NATO Standard-, Field defense store, duck boards.) (11) Furniture and Associated Equipment (Bedding furniture set, staff office furniture, collective office furniture(branch level), dining facility furniture, conference room furniture, special areas office equipment, camp consumables) The NATO Maintenance and Supply Agency (NAMSA) is acting as host nation for the implementation of Capability Package CP 5AO156, entitled "NATO Deployable HQ Assets for CJTF." A firm may wish to participate in the ICB for one or more of the described sub-projects. All applicants must be certified by the NATO procurement officer at the U.S. Department of Commerce, Office of Telecommunications Technologies.
