Description
The National Cemetery Administration is soliciting proposals (Solicitation No. RFP 786-62-03) for a contractor to provide all labor, equipment, material and supervision necessary to provide grounds maintenance services for Raleigh National Cemetery, 501 Rock Quarry Road, Raleigh, North Carolina 27610, in accordance with contract specifications, terms and conditions, for the base period April 7, 2003 (or date of contract award) through September 30, 2003, with up to two (2) one-year options to extend the term of the contract through September 30, 2005. This is a solicitation for a Performance Based Service Contract. The government anticipates award of a Firm-Fixed Price Requirements Contract containing two one-year Award Terms. The solicitation will contain technical evaluation factors, which when combined with past performance, is relatively equal in importance to price. The proposals will be evaluated on the following technical evaluation factors (listed in order of their priority): (1) Contractor=92s understanding of Raleigh National Cemetery=92s goals; (2) Performance Work Statement (Performance Work Plan) (3) Past Performance (4) Contractor=92s Personnel Qualifications (Special licenses, permits, certifications, education, experience, etc.); (5) Equipment readiness; (6) Quality Control Plan; (7) Socio-Economic Status. This acquisition is a total (100%) set-aside for small business concerns. NAICS Code is 561990 and the size standard is $6.0 Million. =20 The government recommends a pre-proposal site visit prior to submitting your proposal for this project. (252) 637-2912 to arrange for the site visit. =20 This solicitation for commercial items is prepared in accordance with the format in FAR 12.3. All responsible small business concerns may submit a proposal. Requests for a hard copy of the solicitation must be made in writing to Ms. Diane Campbell, Contract Specialist, and accompanied by a cashier's check or money order (Do Not Send Cash) in the amount of Five Dollars ($5.00) (non-refundable), payable to U.S. Department of Veterans Affairs.=20 Telephone requests will not be accepted.
