- Combined Synopsis/Solicitation F10603-02-T-2001 POC: Matt Olson / phone (208) 828-3104/ fax (208) 828-6486/ e-mail Matthew.Olson@mountainhome.af.mil Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Quotes (RFQ). This requisition is unrestricted. Submit written quotes by mail or fax (fax #208 828-6486) (telephone quotes will not be accepted), to 366 CONS/LGCA2, ATTN: Matt Olson 366 Gunfighter Ave Bldg 512 Suite 498 PO Box 4037, Mountain Home AFB, ID 83648. The NAICS code for this requirement is 532111, and the SBA size standard is $18.5 MIL. This requirement is for: Line Item 0100 - 26 passenger vans (holds 15 passengers) equipped with air conditioning and AM/FM radio, as a minimum. Line Item 0101 - 16 mini-vans (Dodge caravan or equal) equipped with air conditioning and AM/FM radio, as a minimum. Line Item 0102 - 5 4-door intermediate sedans (Ford Taurus or equal), equipped with air conditioning and AM/FM radio, as a minimum. Line Item 0103 - 4 trucks 6 passenger, equipped with air conditioning and AM/FM radio, as a minimum. Alternatives to meeting vehicle passenger requirements may be submitted if the requested items are unavailable. Provide daily, weekly, and monthly flat rates with unlimited mileage on all vehicles. Vehicle insurance for the government is addressed in FAR 52.228-8 Liability and Insurance-Leased Motor Vehicles (May 1999) and can be accessed at the website mentioned below. All vehicles will be picked up June 1, 2002 and returned on September 6, 2002. The vehicles shall be picked up by the government with a full tank of fuel and meet industry standards of cleanliness. The vehicles will be returned with a full tank of fuel. The contracting officer may turn-in early any vehicles deemed no longer required. The contractor in accordance with standard industry practice will do maintenance of all rental vehicles. Except as designated herein, all other terms and conditions of the contract shall be in accordance with commercial industry practice. This purchase is being made with full and open competition. The government reserves the right to make multiple awards for this requirement. This solicitation document incorporates provision and clauses that are in effect through Federal Acquisition Circular 2001-06. Note that the provisions at FAR 52.212-1, Instructions to Offerors-Commercial terms, apply to this acquisition. In addition the clauses at, FAR 52.212-3 Offeror Representations and Certifications-Commercial Items (April 2002), FAR 52.212-4 Contract Terms and Conditions-Commercial Items, and FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders- Commercial Items (December 2001), apply to this solicitation. Specifically the following clauses cited are applicable: FAR 52.228-8 Liability and Insurance-Leased Motor Vehicles (May 1999); FAR 52.222-26, Equal Opportunity; FAR 52.222-35, Affirmative Action for Special Disabled and Vietnam Era Veterans; FAR 52.222.36; Affirmative Action for the Handicapped Workers; FAR 52.208-4 Vehicle Lease Payments (4/84); FAR 52.208-5 Condition of Leased Vehicles (4/84); FAR 52.208-6 Marking of Leased Vehicles (4/84); FAR 52.20807 Tagging of Leased Vehicles (5/86). The clause at DFARS 252.212-7001, Contract Terms and Conditions required to implement Statutes or Executive Orders applicable to Defense Acquisition of Commercial Items, apply to this solicitation. FAR 52.233-3 Service of Protest (Aug. 1996) is applicable: (a) Protests, as defined in section 33.101 of the Federal Acquisition Regulation, that are filed directly with an agency, and copies of any protests that are filed with the General Accounting Office (GAO), shall be served on the Contracting Officer (addressed as follows) by obtaining written and dated acknowledgment of receipt from ______________________. [Contracting Officer designate the official or location where a protest may be served on the Contracting Officer.] (b) The copy of any protest shall be received in the office designated above within one day of filing a protest with the GAO. Specifically the following clauses cited are also applicable: DFARS 252.225-7001, Buy American Act and Balance of Payment Program. Offerors must include with their offers a completed copy of the provisions at FAR 52.212-3, Offeror Representation and Certification-Commercial Items (Apr 2002), DFARS 252.212-7000, Offerors Representations and Certification-Commercial Items, and FAR 52.228-8 Liability and Insurance ? Leased Motor Vehicles (May 1999). Also applicable by reference is DFARS 252.204-7004, Required Central Contracting Registration (CCR). The FAR and DFARS publications can be accessed via the Internet at http://farsite.hill.af.mil/ or http://www.arnet.gov/far/. The CCR information can be obtained by calling 1-888-227-2423 or on the Internet at http://www.ccr.gov. Confirmation of CCR registration must be obtained before award can be made. Award will be based evenly on meeting the requirement, evaluation of lowest price, and responsible offer/quote. Send quote to the point of contact indicated above. Proposals are required to be submitted no later than 4:00PM (MST) on 20 May 2002. Award anticipated to be made by 28 May 2002.
