Description
The Marine Corps Systems Command intends to negotiate a sole source contract with AeroVironment, Incorporated, Monrovia, California. This contract is to procure (590) each Dragon Eye Unmanned Aerial Vehicle Lithium Sulfur Di-Oxide (LiSO2) Primary Flight Batteries. Although the components of the batteries are generally Commercial-Off-The-Shelf (COTS) items, the battery?s component integration (design and weight), and the aircraft to battery interface specifications that enable proper battery operation in the AeroVironment Incorporated Dragon Eye UAV are considered proprietary to AeroVironment Incorporated. The battery requires specific voltage protection and regulation to meet AeroVironment?s Dragon Eye UAV power consumption requirements. The battery also requires exact placement of the connector and connector type that couples the battery to the AeroVironment Dragon Eye UAV. The design and placement of the battery also cannot affect the Center of Gravity (CG) of the AeroVironment, Incorporated Dragon Eye UAV. No Request for Proposal is available for competitive bidding; however, interested parties may submit a statement of capability for satisfying this requirement within 15 days of this announcement to one of the contact persons listed above. The announcement is not a request for competitive proposals; however, all proposals received by the date identified above will be considered by the Government. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. See Note 22.
