- This sources sought announcement is issued in order to determine the interest, work experience and capabilities for potential offerors for a contemplated requirement for a study to determine the feasibility of the development of a Reconfigurable Motion System Platform Trainer to support Multi-Class Ship Control Operator Training for SSN 688/688I, SSBN, SSGN, SSN 21/22, SSN 23, and SSN 774 Class Submarines at various training sites. Existing Ship Control Operator Trainers support training of existing submarine configurations at the following locations: Groton, CT; Norfolk, VA; Pearl Harbor, HI; San Diego, CA; Bangor, WA; and Kings Bay, GA. New submarine configurations and home porting decisions have resulted in new training requirements that call for additional new trainers and/or modifications to existing trainers, allowing them to support multiple classes. New configurations and locations where training is required are as follows: Groton (SSN 23 and SSN 774); Norfolk, Pearl Harbor and San Diego (SSN 774 only); Bangor (SSN 23 and SSGN); Kings Bay (SSGN only). All existing trainers utilize a two-degree of freedom motion platform system with mockups of the applicable controls and indicators interfaced to simulation software. The SSN 21/22 and SSN 774 class trainers also contain significant amounts of tactical hardware and software integrated into the trainers. The SSN 774 class trainer?s motion system is electrical. All other existing trainers use hydraulic motion systems. The Naval Surface Warfare Center, Carderock Division, provides unique hydrodynamic modeling software for each submarine class including variants. This software is integrated uniquely into each of the trainers due to system architecture differences. Some of the existing trainers have (or are projected to have) a limited reconfigurable capability to support multiple configurations. Current strategies include the limited use of Flat Panel Displays (FPDs) and swappable hardware panels with configuration specific simulation software. The envisioned study shall assess the feasibility of developing a reconfigurable motion system platform trainer to support all of the submarine configurations listed above. The following elements shall be included: a) Design/Development considerations (comprised of - 1) reuse/modification of existing software, hardware, and architectures; 2) incorporation of hydrodynamic modeling software; 3) modification of existing trainer versus development of new trainer; 4) changes to existing trainer architectures to reduce life cycle costs; 5) FPD issues; 6) assessment of controls and indicators as FPD candidates; and 7) transfer of knowledge and psychomotor skills especially for casualty training); and b) Life Cycle Considerations (for all trainers, existing, modified, and new/proposed, comprised of - 1) projected maintenance costs and related life cycle cost reductions; 2) incorporation of changes -cost and lag time for trainer implementation-; 3) incorporation of hydrodynamic model updates; 4) reuse of tactical software (SSN 21/22 and SSN 774 Class); 5) long term reduction in quantities of trainers required per site. All interested companies should respond with the following information in contractor format with emphasis on capabilities and previous experience: a) experience and capability with reconfigurable motion system platform trainers; b) knowledge of submarine ship control operation and trainers and/or other motion system platforms (e.g., flight simulators); c) examples of similar studies conducted; d) motion system platform trainer experience of employees on staff; e) background on types of contracts used for the type requirements specified in this notice; f) contract numbers, issuing activities and PCO points of contact.
