Description
NA East Grand Forks Phase 3 Levees, East Grand Forks, Minnesota. Work is divided into two reaches. Principle features of work include all plant, labor, materials, and supplies required for the construction of approximately 8500 linear feet of earth levees, 2000 linear feet of flood walls, two pump station, 7400 linear feet of recreation trail, several gate wells, storm sewer, storm water detention ponds and other associated items. THIS PROCUREMENT IS ISSUED UNRESTRICTED UNDER THE SMALL BUSINESS COMPETITIVE DEMONSTRATION PROGRAM (PUBLIC LAW 100-656). NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE IS 237990; SMALL BUSINESS SIZE STANDARD IS $28.5 MILLION AVERAGE ANNUAL GROS S REVENUE OF THE CONCERN TAKEN FOR THE LAST THREE FISCAL YEARS. The estimated magnitude of construction in terms of physical characteristics and estimated price is more than $10,000,000. In the event the apparent low bid amount exceeds $1 million, and the firm recommended for award is a large business, it will be necessary for that firm to submit a subcontracting plan, which will be subject to approval, prior to award. For the purposes of formulating the subcontracting plan, in the event it is necessary, th e following non-legally binding goals applicable to all subcontracting utilized in the performance of the contract are provided for informational purposes only: Small Business ? 61.4%, Small Disadvantaged Business ? 9.1%, Women-Owned Small Business ? 5.0%, HUBZone Small Business ? Maximum Percent (%) Practicable, Veteran-Owned Small Business ? 3.0%, and Subcontract Reporting (SF 294 & SF 295) ? 100%. Plans and specifications are planned to be available as of 01 April 2003 with a bid opening scheduled for 02 May 2003. Plans and specifications are available only by CD-ROM. The CD-ROM will be ordered by registering via the St. Paul District web site at www.mvp.usace.army.mil (click on ?Doing Business With Us ? Advertised Solicitations?. An unofficial version of the solicitation will be posted on the District?s website. HOWEVER, ANY FORTHCOMING AMENDMENTS WILL ONLY BE AVAILABLE ON THIS WEBSITE. E-MAIL NOTIFICATION WILL BE SENT UPON ISSUANCE OF ANY AMENDMENTS TO ALL REGISTERED FIRMS.
