All potential offerors are requested to provide detailed statements of their qualifications and expertise in those technical areas. Qualifications Statements are limited to 15 typewritten pages at a font size no less than Courier 12. Resumes may be submitted which do not count against the 15 page limitation. No more that 2 resumes per technical area may be submitted and all resumes are limited to 2 pages. To be considered, qualifications statements must specify the business size and SIC code used to establish business size. Qualifications statements are due in my office by close of business 13 Mar 03. A response by electronic mail is preferred. Alternatively, responses may be faxed to 505-665-6202, or sent by priority mail to: James R. Requests for Proposals (RFP) will be sent only to those firms who respond to this request and who are determined to be qualified to respond by Los Alamos. Determination of a firm's qualification to provide the required support is the sole determination of Los Alamos. Subsequent to submission of Qualification Statements, no communication will be made to respondents prior to issuance of the RFP. Los Alamos anticipates that this requirement will be unrestricted. However, we reserve the right to limit this requirement to small businesses only if a sufficient number of qualified responses from small businesses are received. Los Alamos intends to issue a Time and Materials Task Order Agreement for this requirement. Period of performance is for 3 years and the subcontract awarded is expected to have a ceiling of $400,000. In evaluating potential offerors abilities to support the following SOW, emphasis (but not the sole factors evaluated) will be placed on the following: ? Significant hands-on experience in radiation testing of candidate electronic piece parts and evaluation of integrated subsystem "hardness"; ? Demonstrated ability to accomplish said radiation testing at external facilities or at the offeror's facility; and ? Significant expertise and experience in performing objective reliability analyses of electronic systems, including acquiring the requisite component failure rate data when not available at Los Alamos. Jefferis Lead Contract Administrator Statement of Work (SOW) Specialized Engineering Support Services - 13 Feb 03 1.0 GENERAL The subcontractor shall provide all personnel, facilities, equipment and material, except as described in Paragraph 5., "Government Furnished Material; shall perform the work described in Paragraph 3., "Stipulation of Task(s)"; and shall deliver services, material, documents and/or data as described in Paragraph 4., "Deliverables", per the schedule set forth in each task order issued pursuant to this Task Order Agreement (TOA). 2.0 BACKGROUND From time to time, various Los Alamos Space Sciences projects require highly specialized engineering support in the areas of: radiation susceptibility analysis and radiation effects testing, reliability/maintainability engineering and analysis, component engineering, and finite element analyses for its complex electronic (sub)systems. Support is also sporadically required in preparation of special training aids such as scale models and/or complex graphics and exploded airbrush drawings of systems, including complete satellites. Working closely with Los Alamos project staffs and with cognizant members the Sandia National Laboratory, the subcontractor will provide such services to Los Alamos on an as-requested basis. 3.0 TASKS In response to task orders that will be issued from time to time by the Los Alamos National Laboratory, the Subcontractor shall perform specific tasks selected or adapted from the general task areas described herein as required to support missions assigned to the Laboratory. Task areas are as follows: 3.1 GENERAL The subcontractor shall provide various types of engineering support to specified Los Alamos projects, as detailed in the subsequent paragraphs, in configuring, analyzing, testing, documenting, and preparing training materials related to, electronic systems, subsystems, and components thereof that will be, or have been, used in endoatmospheric or satellite sensor systems developed by Los Alamos. The subcontractor shall designate a Principal Engineer (PE), per Section 7, who shall have overall technical cognizance for the subcontractor of the work performed under this subcontract. The PE shall serve as the principal point of technical contact between Los Alamos and the subcontractor on these efforts. The PE shall be empowered to call upon other members of the subcontractor's staff or consultants for support and problem resolution, as needed. The PE's principal points of contact at Los Alamos shall be the respective Project Leaders and/or Project Engineers of those Los Alamos projects supported and the University Technical Representative (UTR), as designated in the current Section 7 hereof, or any subsequent modification thereof. The following paragraphs describe those task areas in which the subcontractor may be called upon to provide requisite support to a given Los Alamos project. 3.2 RADIATION EFFECTS ANALYSIS & TESTING The subcontractor shall perform analysis of Los Alamos's electronic (sub)system design to determine whether any components would be unduly susceptible to radiation effects in the anticipated operational environment. The subcontractor shall perform comprehensive exposure testing of components to evaluate their radiation hardness and applicability in the particular satellite environment. Such testing shall cover total dose, dose rate, single event upset and latchup, and neutron dose. Testing service shall include fixture development, testing, report, and may also include radiation facility rental [if Los Alamos chooses not to arrange this directly]. 3.3 COMPONENT ENGINEERING The subcontractor shall assist the Los Alamos Project Engineer in selection of project-specific parts, evaluation of alternatives, and identification of vendors. He shall prepare any required documentation, including component specifications. The subcontractor shall interface on Los Alamos's behalf with component vendors when requested to do so. 3.4 RELIABILITY & MAINTAINABILITY SUPPORT The subcontractor shall provide component reliability support including: review of system requirements to determine component reliability requirements; coordination of parts screening; review and organization of test data; interpretation of test specifications and proposed disposition of any deviations/anomalies noted during screening; and estimation of inherent component failure rates based upon use data and prediction methodologies. The subcontractor shall provide (sub)system-level support as needed in : preparation (and update, as necessary) of a reliability model and prediction of orbital-life reliability; estimation of Mean Time To Failure (MTTF); performance of Failure Modes, Effects and Criticality Analyses (FMECAs); formulation of an Integrated Logistics Support (ILS) Plan; identification of reliability and/or maintainability improvement strategies; establishment of a product assurance program; and preparation of required documentation such as QA manual, ILS Plan, Configuration Management Plan, etc. 3.5 FINITE ELEMENT ANALYSES The subcontractor shall provide finite element analysis support, using the COSMOS code or similar analytical tools, for thermal and/or structural analysis of electronic (sub)systems under their anticipated environmental test and operating conditions. Results shall be presented to Los Alamos in a succinct technical report. 3.6 TRAINING MATERIALS PREPARATION The subcontractor shall provide expert support in the preparation of training materials required by Los Alamos and its military or nonmilitary customers. Such materials shall include, but not be limited to: text and/or illustrations for complete, or sections of, training manuals; operating manuals and maintenance manuals; scale models of systems or complete satellites; and complex airbrush graphics and/or exploded drawings of systems and satellites. 4.0 DELIVERABLES Results of Los Alamos-directed efforts by the subcontractor under paragraphs 3.1 through 3.6 shall be reported/delivered to Los Alamos as directed in each task order. 5.0 GOVERNMENT FURNISHED MATERIAL (GFM) Any hardware item procured, or otherwise received from Los Alamos, pursuant to performance of tasks under this subcontract shall be deemed Government Furnished Material. Such GFM, which is not destroyed in testing or rejected in screening, shall thereafter be delivered with its relevant accompanying papers (data sheets, certifications, etc.) to the cognizant Los Alamos Project Engineer.
