- NA Draft Request for Proposal (DRFP) DAAH23-03-R-0004, AH1/UH1 Helicopter/T53 Engine Commercial Support Services (CSS) in support of the AMCOM Security Assistance Management Directorate (SAMD) Fair Share Sustainment Program (FSSP). This DRFP is the follow-on notice to the previously published RFI (same RFP #) published in Aug 2002. The DRFP is for planning purposes only and the Government does not intend to award a contract for any products or services on the basis of the DRFP. Any responses received will be treated as information only and not proposals. All information in the DRFP is subject to change and in no way binds the Government to pursue any course of action described herein. If the Government chooses to issue a formal RFP, another notice will be published in the FedBizOpps. Foreign firms and foreign nationals will not be allowed to participate in any resultant acquisition because Of the Section 42(b) of the Army Export Control Act restriction when FMS credit funds are used; so, competition will be limited to sources incorporated and performing within the CONUS, providing US made products/services. BACKGROUND: AMCOM SAMD has ident ified a need for a contract in support of the UH-1/AH-1 FSSP to provide FMS customers a full range of aviation-related engineering services, configuration management, maintenance, overhaul, airframe and component modification and conversion, technical assi stance, materiel management/supply support,and training for the following aircraft and turbine engines (to include related components, avionics, and armaments): UH-1H Utility Helicopter and Commercial Variants; AH-1E, AH-1F, AH-1P, and AH-1S Attack Helico pters, T53-L-13B and T53-L-703 Turbine Engines. It is anticipated that the Government will award a full and open competitive, best-value, single-award Indefinite-Delivery/Indefinite Quantity (ID/IQ) contract, with a Period of Performance of 10 years (5 ye ars with five one-year options). The objective of the DRFP is to enhance and expedite the formal solicitation, proposal, and evaluation process. Interested contractors are encouraged to challenge any element of the DRFP and provide written comments, acqui sition-streamlining recommendations, and suggested cost savings alternatives in their responses. The Statement of Work (SOW) and Draft Request for Proposal are anticipated to be published on or about 24 Feb 2003 and 28 Feb 2003, respectively, on the AMCOM Public Website under Current AMCOM Business Opportunities (Title: CSS for FSSP), Web Address: https://wwwproc.redstone.army.mil/acquisition/current_business.html. The DRFP will not be distributed in hard copy. The anticipated close date for responses wil l be 4 Apr 2003. A special e-mail address (to be provided in the DRFP) for contractor questions will be established. All questions are required to be submitted in writing.
