- Description
- The Space and Missile System Center (SMC), Detachment 11/PK, 1050 E. Stewart Ave., Peterson Air Force Base, CO 80914-2902 is contemplating negotiating a sole-source contract with Lockheed Martin Mission Systems. This contract will consist of a forty-eight (48) month contract extension consisting of four one-year priced options for continued support of the Command and Control Segment (CCS) of the Air Force Satellite Control Network (AFSCN). The current contract, set to expire 31 Oct 03, will be extended to 31 Oct 07 for continued support of services, which include program management and control, segment sustainment, and directed engineering. This extension will provide required support to the using Command until close-out of the CCS program, which will be terminated on or about 31 Oct 07. The CCS of the AFSCN provides central management of day-to-day Space Vehicle operations, monitoring health and status of Space Vehicles, performing Space Vehicle anomaly resolution, and ensuring that Space Vehicle payload data is available to the operational users at Onizuka Air Force Station, Shriever AFB, and other sites. The CCS day-to-day operations include: Tracking and Orbit Determination, Telemetry Processing, Satellite Commanding, Mission Orbit Planning, Operations Planning, Simulation, and Mission Support. This contract will also include projecting and implementing shutdown and closure of the CCS. Using the authority of 10 U.S.C. 2304(c)(1), pursuant to FAR 6.302-1(a)(2)(iii), the SMC anticipates that this effort will be available only from the original source. This is predicated upon substantial duplication of cost to the Government, which is not expected to be recovered through competition. Notes 22 and 26.
