- The 30th Space Wing, Vandenberg AFB CA, is soliciting offerors for rental service to provide Video Projection systems, Rear-Projection Screen for Guardian Challenge "2003" Opening Ceremonies and Banquet, on Vandenberg AFB CA. This is a combine synopsis/solicitation for a commercial item prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. The solicitation number is F04684-03-T0015 and will be issued as a request for quotation. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition circular 2001-12. This acquisition is a 100 % set-aside for small business participation only. The SIC Code is 7359 and size standard is $6 million. This will be one {1} job with four {4}-task items for this acquisition as follows: 1.0 SCOPE: The contractor shall provide and supply all equipment and labor to install, test, and operate all equipment stated below, for the purpose of providing video projection systems, rear-projection screen for the "Guardian Challenge" 2003 opening ceremonies and banquet ceremonies at the 76th Rescue Flight hangar, Vandenberg AFB, California. 1.1 GENERAL: By direction of the government representative(s), identified by the contracting officer, the contractor shall, upon approval of said representative, install, setup, and operate video projection systems and screens in a manor to best provide dual screen presentation coverage within the 76th Rescue Flight hangar for approximately one thousand people. 1.2 Installation of the said systems shall be installed and operational by (8:00 AM) 02 May 2003, loading out on or about (10:00 AM) 9 May 2003. Proposed setup is scheduled for 1 May 2003. One technician shall be on site 02 May 2003 for the purpose of correcting technical problems and operating said equipment by direction of the government. One technician will be on site (5:30 AM-10:00AM) 5 May 2003 and (2:00 PM-10:00 PM) 8 May 2003 for scheduled performances. 2.0 LABOR: The contractor shall provide all technical knowledge required to install and tear down all equipment provided by the contractor. Lift support and manpower will be provided by the government for the placement of video projectors on to the support platforms and the placement of the video wall components as required. The technician will be available on a standby basis with a response time of 3 hours in case of an equipment failure for the period of 3 -9 May 2003. Contractor will supply government with a name and pager number of person on call for the time period of equipment rental. 3.0 EQUIPMENT: The contractor shall provide, but not limited to, all equipment listed herein. 4.0 VIDEO PROJECTION SYSTEMS: The contractor shall provide, but not limited to, all items listed herein for video projection of two common NTSC composite video signals for RP projection and 4 separate NTSC composite video signals for video wall inputs (government provided cable to projection sources). The contractor shall provide the following items (or equivalent): 04- ea. Digital Power 8 GV Projector with ANSI rated 7500 Lumen output or digital light projector equivalent. (2 projectors are primary, 2 projectors are backup) Unit displays 25/Lumen Sq. ft. on 15x20 RP screen (Associated cables, scan converters etc. as required) 04- ea. Projection lenses (suitable for a 30-foot projection rear throw to fill a 15x20 image area) (Scaffolding will be provided by the government for the placement of projection systems) 08 ea. Toshiba P4130VU Video wall 40" VGA to create 2x4 Video wall / 4.14'H x11.1'W (Associated cables, and display control) 04- ea. ES 5928 High Resolution Input Card 05- ea. ES 5921 High Resolution Output Card 4.1 The contractor shall provide all necessary power distribution for projectors and racks, input cables, video, control and power distribution and an operating technician for the days specified above in Para 1.2 for said video projection systems. Set-up and teardown must be completed by dates indicated in solicitation. Contractor shall show breakdown cost for each task item and show total amount of bid. The Provision at DFAR 252.204-7004 " Required Central Contractor Registration", The Provisions at FAR 52.212-1 "Instructions to Offerors-Commercial," with the following addenda applies to this acquisition: Offerors shall submit past performance data consisting of three recent and relevant contracts with their offer. The provisions at FAR 52.212-2 "Evaluation-Commercial Items" applies to this acquisition. Insert in Para (a), "The following factors will be used to evaluate offers, (1) price and (2) past performance. Offerors must submit with their quotes with a completed copy of the provisions at 52.212-3 "Offeror Representations Certifications-Commercial Items" The clause at FAR 52.212.4 Contract Terms and Conditions Commercial Items, applies to this acquisition along with the following addenda: FAR 52.219-8 "Notice to Total Small Business set-aside.
