- RISK MANGEMENT TECHNOLOGY, SPAWAR Systems Center Charleston intends to negotiate on a sole-source basis with Digital Sandbox of 11710 Plaza America Drive, Suite 2000, Reston, VA 20190 for system architecture development, test and evaluation, demonstration and implementation of the Site Profiler Enterprise Risk Management tool. Automated enterprise-wide risk management tools are needed to support key decision makers and field personnel who perform emergency management duties. The Site Profiler tool is a multi-use technology that allows law enforcement (state and local), military and emergency management agencies to execute all functions within the Enterprise Risk Management Spectrum. This spectrum includes Thread Assessment, Asset Characterization, Vulnerability and Risk Assessment, Planning, Training and Exercises, Plans and Assessment Reporting, Risk Mitigation Program Management, Trends Analysis and Data Mining, Emerging Threat Analysis, Alerting, Crisis Management and Incident Response. Efforts will involve integration and modification of Digital Sandboxes? proprietary automated, enterprise-wide risk management tool. Included in this effort is the subsequent creation of training documentation for newly developed tool features for users. Digital Sandbox is the only source capable of performing this work because of the expertise in this field and familiarity with their proprietary product. Security Clearance at the Secret level is required. Key personnel include Chief Scientist/Architect, Project Engineers, Senior Engineers, and Program Managers. Key personnel will be required to have advanced degree up to the Ph.D. level. An Indefinite Delivery Indefinite Quantity, Cost Plus Fixed Fee (CPFF) type contract is anticipated. The effort includes a base year and four one-year options. THIS ANNOUNCEMENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS.
