Description

Naval Air Systems Command (NAVAIR) Patuxent River, MD, Code 4.1.D has a requirement for program communication consulting support in the creation of an overall communication program for AAIPT (Aging Aircraft Program Team) that includes how program members will share information internally and externally. Working with Joint Council on Aging Aircraft (JCAA) representatives from the various agencies, steering groups and working groups, is required, along with the further defining and modifying of tools and procedures that can be implemented to incorporate a sound approach for sharing highly technical information to all JCAA audiences. Communication services are required in support of the Modular Open Systems Architecture (MOSA) Interoperability initiative being sponsored by the JCAA, which will include providing external publicity (information kits, press releases, briefings, etc.) for MOSA, developing tools and strategies for internal team communication, providing graphics design and packaging consistency, preparing various progress reports, managing exhibit support, and attending necessary meetings and conferences. Design consulting and project coordination services are essential for each communication tool developed for the AAIPT, JCAA and MOSA Interoperability initiative. This support will be required for projects that could include a web site, program exhibit, fact sheets, posters, etc. A project coordinator for all communication deliverables is required. A representative will be needed to attend professional conferences representing JCAA and providing coordination, manning and payment for shipment of support material and display space at the conferences. For successful performance, a possession of expertise in Wiring Systems, Dynamic Components, Corrosion, Avionics, and Diminishing Manufacturing Sources and the ability to produce highly effective communication tools are required. This is a notice of intent to request a proposal from and negotiate with E Image Incorporated, 8340 Chason Road East, Jacksonville, FL 32244-5444,on a sole source basis. E Image Incorporated has been identified as the only responsible source capable of meeting the government?s requirements. It is anticipated that a Firm Fixed Price Indefinite Delivery/Indefinite Quantity (IDIQ) contract with a base year and four options will be awarded to E Image Incorporated for the services specified above. This notice is not a request for competitive proposals. (Interested parties may identify their interest and submit technical information and a technical capability statement in response to this notice. Responses shall be considered by the NAVAIR. Responses without a return address, mailing address, and company telephone number will not be recognized. Proprietary data in the responses will be protected where so designated. Note: Contractors must be registered in the Central Contractor Registration (CCR) database to be eligible for contract award or payment from any DOD activity. A determination by the government not to compete this proposed contract based on responses to this notice is solely within the discretion of the government.
