- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Subpart 12.6, as supplemented with additional information included in his notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation No. USSS030015 is issued as a Request for Proposals. (RFP). The RFP document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 01-11. The United States Secret Service (USSS) has a requirement for the publication of legal advertisements as more particularly described in the Statement of Work below: SECTION C - DESCRIPTION/SPECIFICATION/WORK STATEMENT SCOPE OF WORK: The United States Secret Service requires the publication of legal advertisements for the purpose of announcing property seizures. The USSS is mandated by law to publish all property that is seized for forfeiture. This has been further defined by the Asset Forfeiture Law and Practice Manual as, ?Notice of the seizure of property and the intent to forfeit must be published once a week for three successive weeks in a newspaper of general circulation in the judicial district in which the proceeding is brought.? In addition, it has been determined this requirement can be met by publication in a national newspaper that meets certain circulation requirements. The USSS is mandated by Congress to publish all administrative seizures in a newspaper of general circulation in all 92 judicial districts of the United States and its territories. The advertisement must be published in a newspaper once a week for three consecutive weeks. The purpose of these advertisements is to give notice to all interested parties such as a lien holder or other unknown individuals who may have a vested interest in the property. C.1 REQUIREMENTS: The contractor shall publish the legal advertisements in a newspaper of general circulation. That is, a newspaper that publishes news of general interest and character to the public, to include political and business events, circulating among the general public in each of the Federal judicial districts of the United States and its territories. The advertisement shall include at minimum specific descriptive information regarding the property and its seizure by the USSS. In addition the advertisement will include instructions as to how parties with an interest in the property seized can file a claim to contest the seizure and intended forfeiture of the property. The boundaries of the following Federal judicial districts correspond to the state or territorial boundaries. Therefore, circulation figures for these states or territories will demonstrate circulation for the judicial district. These judicial districts are given, along with the United States Code (U.S.C.) citation, which lists the counties that comprise the district. Offerors may satisfy that it publishes in substantial quantities in the Federal judicial district, by demonstrating that it sells at least the minimum number of copies in the counties that comprise the district. 1. Wyoming -28 U.S.C. 131 C.2 The Contractor shall publish the advertisements in a newspaper, which has a circulation of substantial quantities in the judicial districts set forth above. The contractor shall furnish evidence that it publishes a newspaper of general circulation in these judicial districts. Substantial quantities are defined as a minimum total PAID circulation of 2,500 or more copies or it must have at least one newspaper in circulation by subscription per 4,000 people in that judicial district. It DOES NOT include distribution of unsolicited copies. C.3 The contractor shall publish the advertisements at least once a week in the newspaper. Other printed media such as periodicals, magazines and books are not acceptable. C.4 The contractor shall accept from the USSS, Financial Crimes Division - Asset Forfeiture Branch, Five (5) working days prior to publication, the text for ad publication, i.e. Monday submission for next Monday publication. C.5 Each advertisement shall be placed in sufficient time in order to be published on a specified date. The advertisements shall be published at (1) week intervals, on the same day of each week. C.6 For each weekly advertisement, new text will be added to the advertisement under the caption ?FIRST NOTICE?, which will be inserted in the advertisement immediately after the introductory paragraph. C.7 After the advertisement is run, new additional text will be provided to run under the caption ?FIRST NOTICE?, with the text previously run under the caption ?FIRST NOTICE?, repeated under the caption ?SECOND NOTICE?, and the text run under the caption ?SECOND NOTICE?, repeated under the caption ?THIRD NOTICE?. Text previously run under the caption ?THIRD NOTICE? will be dropped from succeeding advertisements. C.8 The Contractor shall be capable of receiving the data that is to be published via electronic transmission from the USSS. The preferred method is via Internet e-mail as a Word Attachment. The Contractor shall be capable of receiving the data manually (via fax or by disk), or via overnight courier if the USSS is unable to transmit data electronically. C.9 The Contractor shall provide draft copies of each new weekly advertisement to the USSS so the data may be examined for accuracy and layout approved before the actual publication of the advertisement. The Government will inspect ad within one (1) day after the date of delivery/performance and will make acceptance or rejection within that one (1) day. Included in the draft should be the font size used and the cost of the advertisement. The Contractor shall provide copies of the actual publication of the advertisement so immediate verification of the publication can be made. C.10 The Contractor shall provide an affidavit of publication (certification of publication), tear sheet, and bill for each week of publication, which is to be forwarded to the USSS within 7 days of publication. C.11 Errors that are made which are not the fault of the Government, will be corrected and re-publicized, at no additional cost to correct necessary errors. The period of performance will be from March 1, 2003 through September 30, 2003, with four (4) possible option years. The USSS estimates the number of lines ranges annually between 15,000 and 25,000 lines. Offeror?s quote must include the following: award year, number of lines priced, and unit price per lines; 1st option year, number of lines priced, and unit price per lines; 2nd option year, number of lines priced, and unit price per lines; 3rd option year, number of lines priced, and unit price per lines and 4th option year, number of lines priced, and unit price per lines. The following provisions are applicable to this acquisition: FAR 52.212-1, Instructions to Offerors-Commercial; and FAR 52.212-2 Evaluation Commercial Items. FAR 52.212-2, paragraph (a) fill in is as follows ? The government intends to award a firm fixed price contract to the responsible offeror with acceptable past performance whose proposal is the lowest cost and conforms to the specifications. FAR 52.212-4, Contract Terms and Conditions-Commercial Items; FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items. The following additional clauses cited in 52.212-5 that apply to this acquisition are (1), (11), (12), (13), (14), (15) and (23). The fill in for (23) is as follows: ?within ten (10) days of award.? A signed copy of the Offerors Representations and Certification (?Certifications?) and a completed Compliance with Veterans Employment Reporting Requirements (?Compliance?) must be included with each offeror?s proposal. These FAR Provisions and Clauses may be accessed via the Internet at: http://www.arnet.gov/far/. Each proposal also shall include for evaluation of past performance at least three references for contract/purchase orders for similar services. Each reference must include the name, address, contact person and telephone number, project name, period of performance, and contract value. Each past performance will be rated as neutral, acceptable or unacceptable. All responsible offerors shall mail proposals to the following address: Communications Center (PRO), P.O. Box 6500, Springfield, Virginia 22150, Attention: Ms. D. Hood; no later than 12:00 P.M. (noon) Friday February 28, 2003. Award is anticipated within thirty (30) days of receipt of proposals. Offerors must be registered with the Central Contracting Registry (CCR) (web address for registration: http://www.ccr.gov).
