Description
NA The US Army Communications and Electronics Comman (CECOM) Acquisition Center Washington, on behalf of the Night Vision Electronic Sensors Directorate (NVESD), intends to negotiate on a sole source basis with Brigham-Young University (BYU) a purchase order for the performance of RF Noise Mitigation research for a mine detection confirming sensor based on Nuclear Quadrupole Resonance (NQR) technology. This order will support the Ground Standoff Mine Detection System (GSTAMIDS) Block 1 program, which is being managed by the U.S. Army Project Manager for Close Combat Systems (PM-CCS) and being executed by NVESD. This effort is a follow-on to the RF Noise Mitigation Red Team effort conducted in 1QFY03. The goal of this current research and development effort i s to improve the performance of the NQR sensor prototype that was demonstrated during testing in FY02. The contract will require BYU to perform field experiments, analyses, modeling, and algorithm development, and to work with the development contractor, Quantum Magnetics, to implement and test potential techniques to substantially improve RF noise mitigation. The length of the proposed contract is 6 months. The statutory authority for other than full and open competition is 10 U.S.C. 2304(c)(1).
