Description
The USAF Air Expeditionary Force Battlelab (AEFB) is conducting a technology survey to research state-of-the-art, deployable Aerospace Ground Support Equipment (AGE) Air Conditioners. Specifically, research will focus on mobile, deployable commercial-off-the-shelf (COTS) or modified COTS flight line equipment capable of meeting or exceeding performance and deployability characteristics. Concurrent Technologies Corporation (CTC) is supporting the AEFB by performing the survey and will focus research on towable, diesel engine-driven air conditioning systems currently or readily available for demonstration within one year. CTC will report cost, performance, size, availability and point-of-contact information for systems that meet the following requirements and will deliver the results of the survey in a report to the AEFB. The system must be towable and should be capable of operating at altitudes up to 6000 feet and in environments with temperatures ranging from -40 degrees F to 115 degrees F. The system should use R-134A refrigerant or some type of air cycle machine rated at 1,200,000 btu/hr and airflow should be at least 390 PPM at 3 PSIG (minimum of 5 independently controlled 8 inch ports). The delivered air temperature range should be 45 degrees F to 100 degrees F and the system should have a run time of 8 to 10 hours on a full tank of fuel. The system may include more than one piece. Dimensions and weight must allow the complete system to deploy in a single KC-135 tanker aircraft. The maximum size for a roll-on system should be 4200 pounds, with a maximum height of 74 inches and a maximum width of 52 inches. Length would be dependent upon the capability to load the system through the 117-inch wide by 78-inch high aircraft cargo door opening into the 10-foot wide by 70-foot long cargo compartment. The system and components should be mature technology and easily integrate into the existing maintenance concept of operations and infrastructure. Through this RFI, the Air Force is soliciting information concerning mature technologies, which meet the requirements previously stated, to be used in an AEFB technology survey report. All interested parties are strongly encouraged to submit information supporting this request. NOTICE TO FOREIGN RESPONDENTS: Foreign or foreign-owned respondents are advised that their participation is subject to foreign disclosure review procedures and restrictions that could preclude their participation in this announcement. SUBMISSIONS: Please use the following guidelines when submitting white papers. Submissions will be accepted until COB EST, March 11, 2003. THE SINGLE POINT OF CONTACT CONCERNING THIS RFI IS MR. ROBERT WERTZ. Please submit to Mr. Robert Wertz of Concurrent Technologies Corporation via email at wertzr@ctcgsc.org or mail to 100 CTC Drive, Johnstown, PA 15904-1935. You may contact Mr. Wertz with any questions you may have at (814) 269-6848. TECHNICAL APPROACH. Please provide a brief high-level technical description of the proposed system (no more than 1-2 pages). Electronic submittals are strongly encouraged. Ideally, the technical approach should include a scenario illustrating the use of the proposed equipment. If applicable, pictures of the equipment are encouraged (soft copies preferred). COMPATIBILITY. Explain equipment compatibility. The equipment should be easily integrated into the current Air Force and KC-135 deployment infrastructure and operating environment. ENVIRONMENTAL TESTING. State the type of environmental testing that has been performed on the equipment. What are the temperature and humidity limits within which the equipment will function properly? AVAILABILITY. Provide equipment availability information. Is it available off-the-shelf right now? If not, how soon can it be made available? COST. What is the estimated cost or cost range of the equipment, including low volume production numbers and high volume production numbers? PREVIOUS WORK. Briefly explain any previous work you have done or are doing for military/civilian customers similar to what this RFI addresses (include demonstration information that supported that work. GENERAL INFORMATION. This notice itself constitutes the RFI as per FAR 10.002(b)(2)(iii), and 15.201(e). This RFI is an expression of interest in information only and does not commit the Air Force to pay any prototype costs related to this announcement. Respondents are advised that only the AEF Battlelab is legally authorized to commit the Government to the obligation of funds.
