- Notice of intent to negotiate on a noncompetitve basis with INH Technologies in Bendbrook, TX for 90 units of NOAA Weather Radio (NWR) Remote Off Air Monitoring System (ROAMS) with an option to acquire an additional 90 units. The ROAMS, developed by INH Technology, is designed to assist in determining problems that may occur at NWR transmitter sites, both local and remote. When installed at a transmitter site, the ROAMS monitors the status of several key operational parameters of the transmitter system at the site. When it detects an error or fault condition in the monitored parameters, it reports that condition by placing a telephone call to a designated location. ROAMS also is used by the Console Replacement System (CRS) to capture NWR specific area message encoder messages for validation purposes. Vendors who believe they can satisfy the Government's requirements are invited to submit an affirmative response. To be considered an affirmative response, vendors must submit written data and documentation which demonstrates an ability to furnish a system capable of meeting the previously cited requirements. All responsible sources must submit a written narrative statement of capability including detailed technical information and other technical literature sufficient to permit agency analysis in order to determine a bona fide capability to meet the requirements. A determination by the Government not to open the requirement for competition based upon responses to this notice is solely within its discretion. Affirmative responses must be received within 15 days after publication of this synopsis. This is a simplified acquisition with an estimated value of less than $100,000. See Note 22.
