- THIS IS A REQUEST FOR INFORMATION ONLY! It is neither a Request for Proposal (RFP)/solicitation, nor an indication that the agency will contract for the items and services described in this RFI. Both technical and non-technical questions regarding this RFI should be directed to the contracting officer, Mr. Randy Grey. RFI to assess/develop current and near term U.S. C4ISR capabilities to counter current and emerging time-sensitive targets. Requirements Description: Primary interest is in current and developing operational capabilities to include sensors, platforms, architectures, procedures, and counter-deception efforts. The agency is currently seeking information on sensor technology that might be useful for identifying and tracking vehicles ranging from 10,000 to 35,000 KG operating on paved and hard pack road surfaces. The intended operating environment would be remote locations consisting of desert to semitropical conditions containing soils ranging from hard pack to loose sand. The information gathered at the remote location would be transmitted by long haul communication to a command center in a timely manner. In addition to the above general requirements, responses should include information pertinent to sensor performance capabilities such as intended/unintended target detection rates; anti-tamper protection, detection, and reporting; prevention of detection by human and/or electronic/thermal devices; short and long haul transmission and display of information needed for command and control; power requirements and longevity; environmental operating restrictions; emplacement considerations; system reliability/availability; imager characteristics; availability and cost of production units. The customer is interested in both off-the-shelf technologies and those requiring further research and development. Responses from all organization types, including commercial companies, academic institutions, and government agencies are encouraged.
