Description
The Sierra Pacific Network Consolidated Contracting Activity (CCA) intends to negotiate a sole-source contract with Helena Laboratories, 1530 Lindbergh Dr. PO Box 753, Beaumont TX 77704-0752 in accordance with FAR 6.302-1 for a reagent-rental agreement for automated electrophoresis testing at the VA Northern California Health Care System, 150 Muir Road, Martinez, CA 94553. The Government believes this is the only source capable of meeting the stated requirements as follows: Contractor shall provide all maintenance, parts, travel, and labor for equipment. Equipment shall consist of an automated system that has the capability to run protein, lipid, and hemoglobin electrophoresis. Features include automated sampling, separation, staining and scanning with the ability to perform sixty samples per hour. System shall have barcode capability with a hand-held or internal scanner and the ability to e-mail patterns directly from the system. System shall include an automated densitometer and computer system to provide visible imaging of the electrophoresis gels, interpret these gels based on user programmable criteria, and print reports in a user-defined format. Gels shall be easy to read and optimize the clinically important area of the pattern. Data transfer shall allow viewing of both the edited and unedited patterns. Gels and reagents shall be packaged to minimize waste. Monthly test volume is approximately 180 tests. Offeror shall provide equipment necessary to interface the system with the VA data manager system. One instrument manager system expander and one Lantronix port UDS terminal Server is required. System shall include a quality control package that meets all CLIA regulation for density and linearity. This notice is not a request for competitive quotations; no solicitation documents will be furnished. The determination to open competition based on responses received is solely within the discretion of the Government. No telephone or e-mail inquires will be accepted.
