Description
The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a sole-source contract to Magneto-Inductive Systems Limited (MISL), 610 Myers Point Road, Head of Jeddore, Nova Scotia, Canada B0J 1P0 for the System Development and Demonstration (SDD)/Production Qualification Test Samples and Production of the Magneto Inductive Remote Activation Munition System (MI-RAMS) under the authority of 10 USC 2304(c)(1), FAR 6.302-1(a)(2)(ii). The purpose of this acquisition is to conduct a 36-month System Development and Demonstration (SDD) Phase for MI-RAMS Transmitters and Receivers, Deliver Product Qualification Test Samples and Low Rate Initial Production, followed by a contract for Production. This acquisition is not suitable for full and open competition because the MI- RAMS uses a magneto inductive wireless remote command signali ng system, including magneto-inductive transmitters and receivers, to control the firing of ordnance through all types of medium including salt water, earth, metal structures, etc., based on the designs and intellectual property possessed and owned by MISL. Therefore, only MISL has the in-depth knowledge of the magneto inductive command communication and firing devices to successfully accomplish this requirement. MISL, as the developer and manufacturer of the MI technology necessary to implement this program, owns the specific intellectual property necessary for successful performance. NAICS Code 541710 applies. SBA Size Standard is 750 employees (based on NAICS Code 334290). FSC is 5895.
