- NA The Bureau of Reclamation (Reclamation) has a requirement for laboratory analysis of soil and water samples for inorganic parameters. This announcement serves as a notice of intent to solicit and negotiate with only one source under the authority of FAR Part 6.302-1. The government intends to negotiate and issue an award to Western Environmental Testing Laboratory for soil and water laboratory analysis services for the Bureau of Reclamation, Mid-Pacific Region. This will be a commercial item solicitation/award prepared in accordance with the format in Subpart 12.6, with an estimated value of less than $100,000.00. This notice will be the only official notice prior to award of the Blanket Purchase Agreement. The anticipated award date is February 20, 2003. The period of performance will be from the date of award through September 30, 2003 with the option to extend up to four (4) one-year option years. Reclamation will supply the samples to the Contractor. Reclamation will be responsible for delivering the samples to the Contractor and the Contractor shall analyze the samples using approved EPA methods and report the results of the analysis to Reclamation. Using EPA method 6010 or 200.7, the laboratory must demonstrate a reporting limit of at least 20 ug/L and a method detection limit of at least 4 ug/L for Boron. The sample collection will be throughout the states of California and Nevada. The laboratory shall be geographically located within the states of California or Nevada so that the samples collected can be submitted to the laboratory and processed by the laboratory within the specified sample holding times (24-hour turnaround time required for some parameters). The laboratory must have been audited within the past three (3) years by Reclamation personnel or be willing to have Reclamation personnel conduct an audit on their facility prior to award of the Blanket Purchase Agreement. The laboratory must hold state certifications in California and Nevada for drinking water and hazardous waste. The laboratory must participate in annual performance testing studies to demonstrate acceptable analytical performance upon analyzing the samples for these studies. The laboratory must have a comprehensive quality assurance program, a quality assurance manual outlining the laboratories quality assurance policies, and a quality assurance officer in place. The North American Industry Classification System (NAICS) code for this acquisition is 541380.
