Description
NA The Army intends to purchase the Objective Theater Support Vessel(TSV) which is required for intra-theater movement of troops & military equipment, includes troops(passengers) rolling stock, containers & pallets, not on trailers. It will have the ability t o operate out of minor ports which are too small for large commercial cargo vessels & shall have its own organic cargo handling capability. The TSV must self-deploy long distances without cargo, be built to commercial standards, supplemented as needed with military requirements, such as structural requirements beyond the minimal normally required for vehicle fast ferries. The TSV must be built in the United States. Overall length shall not exceed 121 meters(397 feet) Minimum payload 950 tonnes(troops and equipment); a minimum average speed of 40 knots; 361 passengers(342 troops & 19 temporarily berthed) 2,323 square meters of effective cargo area for rolling stock; 31 crew; 4.57m navigational draft; 4,726nm self-deployment(no cargo) at a minimum average sp eed of 40 knots; 32.3 beam overall. INDUSTRY DAY for the TSV is planned for 18-20 Mar 03 at the Sterling Inn & Conference Center in Sterling Hts, MI. Further detailed information will be published on the Acquisition website. To assist us in completing market research for the TSV please respond to the following questions NLT 18 FEB 03 to: Terri Franzen franzent@tacom.army.mil or Deborah Walker walkerd@tacom.army.mil. 1) Since you may ha ve to build a new facility or expand an existing facility in order to produce a TSV in the US, how long do you estimate that it will take for you, from date of contract award, design, produce, test & deliver this vessel to the Army? 2) How many days do yo u estimate that you will need to prepare a responsive proposal to the TSV Request for Proposal (assuming you may have to submit any or all of the following documents; our preliminary vessel design, ABS preliminary review, model testing, detailed past perfo rmance data, sample purchase orders/vendor quotes from major subs, sufficient cost & pricing information, construction/facilitization plans)? 3) Given the general performance parameters for the TSV described above, could you provide a cost estimate for th is vessel? Does your cost estimate include the cost of facilitization(mentioned above)?
