- NA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6 as implemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are bein g requested and a written solicitation will not be issued. Solicitation DABK13-03-B-0001 is issued as an Invitation for Bid. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 97-15. This solicitation is being issued on a restricted basis The North American Industry Classification System (NAICS) code is 562991. This proposed contract is restricted as a 100% small business set-aside therefore bids will only be accepted from small business sources. The proposed procurement is for a base and 4 option years. Base year effective date 1 March 2003 - 30 September 2003, for a period of 7 months, Opt Year Two thru Opt Year Four, Effective date will be 1 October 2003 - 30 September 2007. All work shall be conducted during the hours of 7:00 a.m. to 3:30 p.m., Monday through Friday, unless other hours are approved by the Contracting Officer's Representative (COR). No scheduled work will be performed on Government holidays without prior appr oval by the Contracting Officer. GOVERNMENT-FURNISHED ITEMS. None. CONTRACTOR-FURNISHED ITEMS. The contractor shall furnish all labor and equipment to provide cleaning service for all grease traps listed at Fort Huachuca, Arizona. Quality Assurance Those actions taken by the Government to assure it is receiving the services for which it has contracted. The Contracting Officer's Representative (COR) or designated representative shall evaluate these services acting as Quality Assuran ce Evaluator (QAE). Those actions taken by the contractor to assure the Government receives the services for which it contracts and those services meet the requirements of the contract. The contractor shall comply with all federal, state, and local envir onmental laws, regulations, and standards that apply to this type of work to include disposal of waste produced. The contractor shall provide a Letter of Manifestation documenting disposal of grease to the COR within 5 days after grease trap cleaning is c ompleted. Letter of Manifestation shall include number of actual gallons dumped and location of dumpsite. Grease shall be disposed of at a designated legal dumpsite for this type material. The contractor before driving on grassed areas shall inspect for e xcessive wetness. If such condition is found, he shall notify the COR or designated QAE. The contractor shall at 30-day intervals perform monthly maintenance on all grease traps located at buildings listed below and at the frequency indicated. All greas e traps will be cleaned monthly by the third Friday of each month. Contractor shall contact the QAE 2 days prior to service being performed and, in addition, will contact QAE when contractor physically arrives on Fort Huachuca to pump grease traps. The contractor shall pump out all solid waste contents of the grease traps until empty. The contractor shall (where possible) scrape the walls of the tank to remove build up of solids. The contractor shall secure all lids to the tank and make sure that they are fitted properly before departing from the area. The contractor when finished shall clean the area of all trash and grease spills before departing from the area. Emergency Service: When it is determined by the COR there is a valid need for emergency cleaning of grease traps, the contractor shall respond within 2 hours of callout. All responsible sources may submit a proposal, which shall be considered. The provisions at 52.212-1, Instruction to Offers-Commercial.
