Description
Synopsis is for two line items in support of the C-130 aircraft. Line Item 0001 is for Flight Control System Test Sets; NSN: 4920-01-407-2187LG; Part Number, ES125105-1; Quantity, 5 each. Function: to isolate faulty components associated with the autopilot and navigation instrument switching. Designed to implement on-board checkout and troubleshooting of the AP-105 autopilot and FD-109 director. Dimension: LN, 46.0 inches; WD, 21.0 inches; HT, 18.5 inches. Weight is 82.0 pounds. Line Item 0002 is for Battery Analyzer-Charger; NSN: 6130-01-442-3184LG; Part Number, ES125122-1; Quantity, 1 each. Function: to incorporate eight (8) independent microprocessor controlled charging circuits. Dimension: LN, 9.0 inches; WD, 12.0 inches; HT, 5.0 inches. Weight is 7.0 pounds. A firm fixed price contract is contemplated. Government's required delivery schedule is 31 Oct 2003. TO: Lockheed Martin Services Inc.; cage code 1WL60. Electronic procedures will be used for this solicitation. The estimated issue date will be 27 Feb 03 with a response date of 27 Mar 03. Authority: 10 USC 2304(c)(1). Justification: A study/analysis of historical data completed in January 1995, and on file in WR-ALC/PKPC, reveals it is not cost effective to compile a complete engineering data package or to attempt to qualify new sources for items in stock groups 1210-1290, 1610-1740, 4920-4933, 5820-6130, and 6210-6920 when the acquisition is for a quantity of ten (10) or less. This finding is supported by the study referenced above and in WR-ALC/CD policy letter dated 25 Jul 95. This finding was revalidated by WR-ALC/TI letter dated 15 May 97.
