- Description
- The Federal Transit Administration (FTA) intends to procure services for Personal Assistant(s) for personnel faced with disabilities in accordance with the attached Statement of Work. STATEMENT OF W0RK PERSONAL ASSISTANT(S) TO ASSIST PERSONNEL WITH DISABILITIES BACKGROUND: On March 13, 1998, Executive Order 13078 established the Presidential Task Force on Employment of Adults with Disabilities. The Task Force was to create a coordinated and aggressive national policy to bring adults with disabilities into gainful employment at a rate that is as close as possible to that of the general adult population. The policy recommendations was to cover such areas as discrimination, reasonable accommodations, inadequate access to health care, lack of consumer-driven, long-term supports and services, transportation, accessible and integrated housing, tele-communications, assistive technology, community services, child care, education, vocational rehabilitation, training services, job retention, on-the-job supports, and economic incentives to work. OBJECTIVE: The objective of this requirement is to procure services for personal assistant(s) for personnel faced with disabilities within the Federal Transit Administration (FTA). The contractor shall accompany FTA personnel on work related trips. This will include travel to conferences, meetings or any other official training and work related functions. In the instance that travel is required, all reasonable, allowable and allocable travel expenses that are incurred by the contractor will be reimbursed by the Government. The government will reimburse the contractor for per diem and hotel rates in accordance with Government Travel Regulations. WORK TASKS TO BE PERFORMED: The contractor shall provide all of the personnel, materials, and facilities incident to performance of the work set forth below: 1. Determines potential accessibility problems and solutions prior to travel. 2. Be able to lift wheelchair over curbs and as well as being able to maneuvers the wheelchair in necessary situations. The contractor should be able to make minor adjustment and repairs to wheelchair when needed. 3. Opens and closes doors. 4. Locates telephone numbers and/or addresses, place telephone calls and takes extended messages. 5. Assists personnel with personal needs, including but not limited to carrying packages, equipment, etc. 6. Prior to meetings, surveys available conference/meeting rooms to assess their accessibility and/or whether there is adequate space to reasonably and comfortably accommodate needs. Prior to travel, ascertain whether guest rooms are accessible and/or have, or can accommodate, specialized or adaptive devices and equipment for persons with disabilities. 7. Provides assistance in boarding transportation vehicles - air and ground - and in loading mobility aids and/or other equipment, and assures that personnel is comfortably situated aboard the vehicle. Makes prior arrangement for accessible van transportation and assure that accessibility is available to all sites. 8. Contractor is able to work fluctuating hours in order to accommodate the requirement of the FTA personnel. 9. Assists personnel with adaptive equipment. 10. Follows emergency procedures for fire and other emergencies. 11. Assists personnel with the carrying of briefcases and other work-related material. 12. Provides Reader/Research assistance when necessary. GEOGRAPHIC AREA: Transportation will be performed nationwide. SCHEDULE AND DELIVERABLES: The contractor is responsible for submission of invoices and supporting documentation for all costs claimed in the performance of the purchase order. Submission of invoices shall be made monthly. PERIOD OF PERFORMANCE: All work under this purchase order shall be completed one (1) year from execution of the purchase order. LEVEL OF EFFORT: The estimated number of hours for the Personal Assistant(s) for the one year requirement is 1,560 and the total dollars estimated for travel is $10,450.
