Description
The Bureau of Labor Statistics intends to award to HCI Technologies, Inc. 45300 Catalina Ct. Suite 100, Sterling, Virginia 20166 for Professional Services in accordance with FAR Part 13, NTE $19.305.00. The announcement constitutes the only solicitation; and a written solicitation will not be issued. Professional Services for IVR Index Script and Fax on Demand Development. STATEMENT OF WORK INTRODUCTION: This statement of work is intended to provide a high level description of the scope of work and proposed cost for developing software for BLS IVR Applications. APPLICATION: Index Scripts, Error Event Script, and Fax on Demand INDEX SCRIPT: Write a FTP script, which will allow it to load a flat file (IVR_OUT.TXT) from floppy disks. This flat file will be used for populating the statistical information throughout the script screens. Each day at 8:35:00 AM this script will be executed to capture a flat file from floppy disks or designated directory. The date/time stamp of this file will be checked every minute for the next 30 minutes for any changes. This data will be loaded into a local Oracle database, which will be used by the scripts. ERROR EVENT SCRIPT: The script will be written in case a major event might occur. The customer will need to execute this to turn on/off the application in order to further continue with the normal procedures or to execute error logic. INDEX SCRIPT APPLICATION: This application provides the caller with Bureau of Labor Statistics (BLS) economic data. The caller will also have the option to have a copy of the script faxed to them. The caller will be able to navigate via the menu or select an option to speak to an Information Specialist. Each selection will check the values in the table for positive, negative or no change in the monthly and yearly % change fields and to read the appropriate text message to the caller. The application will perform a blind transfer to a specified VDN, if the caller opts to get transferred to CSR. FAX ON DEMAND APPLICATION: Application will allow callers to provide a 4-digit document code or request a catalog. A maximum of 4 documents can be faxed per call. These documents will be faxed to the callers fax number, which would be collected from the caller. ASSUMPTIONS: It is the responsibility of the customer to provide files, which will be faxed in TIFF/Text format. The files will be stored in separate directories on the Conversant in TIFF format. Directories will contain the code number since most documents are multiple pages. The information needed by the index script will be available from the local Oracle database. If another external interface is required, HCI reserves the right to modify the prices accordingly. The datetab.txt file is updated on a yearly basis. It will need to be loaded into the application by a script. INTERFACE(DIP): Not applicable, local Oracle databases will be used. NETWORK: The IVR will not be place on the LAN. All documents and files will be loaded from floppy disks. ORACLE LICENSES: Licenses for the remote Oracle database(s) are the responsibility of the customer. LANGUAGE: The application(s) will be developed in English only. INSTALLATION: Installation will be done remotely. The Conversant system requires a modem and telephone (dial in) line. On site installation will include customer training on a administering the IVR application, and general training on administering the Conversant IVR. A minimum of 2 billable days is required. SPECIFICATIONS: Minimal Hardware Requirements: A functional INTUITY CONVERSANT 7.0 system Minimal Software Requirement: Intuity Conversant V7.0 software. Intuity Conversant FAX Set, which includes the FAX Actions for Lucent Technologies Cards. Either a speech and signal processing (SSP) card or a Tip/Ring card. Enhanced Basic Speech for English Oracle DB on Conversant Interested persons may identify their interest and capability to respond to the requirement by submitting quotations. All quotes received within ten (10) days after the publication of this synopsis will be considered by the Government. The purchasing activity is not responsible for locating or securing any information which is not identified in the quotation and reasonably available to the purchasing activity. Delivery shall be 45 days ARO. FOB Destination - Washington, D.C. -- All Quotes shall be submitted to BLS, Room 1830, 2 MASS. AVE. N.E., Washington, D.C. 20212 no later 3:00pm EDT, --February 21, 2003, and be clearly marked with RFQ#BLS-03-06. If your response is not received by the date/time and at the location specified in the announcement, it will not be considered. No hand carried quotes will be accepted. Offerors may download the RFQ by accessing the FedBizopps website at :www.fedbizopps.gov. All future information about this acquisition, including solicitation amendments, will also be distributed through the FBO site. Interested parties are responsible for monitoring the FBO site to ensure that they have the most up-to-date information about this acquisition. Fax proposals are encouraged and must state name, address and solicitation number. An original copy of the proposal shall follow by mail. Quotations may also be submitted electronically provided that all the necessary documentation requested in this RFQ is included.
