Description
The U. S. Department of Commerce, National Institute of Standards and Technology (NIST) has a requirement for a High Resolution Transmission Electron Microscope. The following specifications are required in order to meet our needs, with Refurbished Instruments also being considered: 1) High resolution pole piece to give a guaranteed resolution of a) 0.15 nm or better lattice resolution and b) 0.30 nm or better point-to-point resolution. 2) Accelerating voltage range of 100 kV to 200 kV or broader, adjustable in steps of 50V or less. 3) TEM Magnification range of 100X to 800,000X or better. 4) Lanthanum hexaboride filament system. 5) Counter for filament time used. 6) Pneumatic lift for electron gun. 7) Condenser mini-lens to create probe suitable for nanoscale convergent-beam electron diffraction (CBED) in TEM mode. 8) User settings stored on computer or accessible by CRT readout/printout. 9) Eccentric side-entry goniometer with ? 45? tilt or better. 10) Minimum of one single-tilt specimen holder for 3 mm diameter specimens. 11) Automatic through-focus capability for high-resolution imaging. 12) Low-dose system for beam-sensitive materials. 13) Dark field imaging. 14) Free lens control. 15) Beam stop. 16) Scanning unit for scanning transmission electron microscope (STEM) imaging and CBED, including reduced area and spot modes. 17) Camera outfitted for 3 ?" x 4" negatives. 18) Ability to annotate negatives or STEM images. 19) Automatic film exposure system. 20) Automatic vacuum system with microprocessor control. 21) Water recirculator. 22) Delivery and installation 23) One-year service contract to include parts and labor warranty. This procurement is being conducted under FAR Part 13, Simplified Acquisition Procedures (NTE $100K). The proposed procurement is non-restrictive, but small businesses will receive preference. Written quotes will be received up to the close of business on February 20, 2003. Quotations should list product specifications addressing the above list of requirements. Selection will be based upon technical merit and price. Any questions should be sent in writing to Kelly.Rima@noaa.gov. FAR Clauses in full text are available at http://www.ARNET.gov/far/. Agency level protest procedures can be found on web site http://oamweb.osec.doc.gov/CONOPS/#REFERENCE. Hard copy in full text available from office address and phone number listed in notice. Anticipated award date February 24, 2003.
