- NASA/SSC plans to issue a sole source Request for Quotation (RFQ) for services to Perform Research and Laboratory Activities for the Development of Applications for Remote Sensing Data in Coastal Environments. The Statement of Work is as follows: 1.0 Intent This Statement of Work is intended to define activities that promote NASA?s activities related to Coastal and Carbon Management. 2.0 Background One of the activities of the Earth Science Applications Directorate is the development of applications for remote sensing data. These data are used in the development and validation of environmental models used in decision support systems. The development of applications requires the creation of bio-optical algorithms for the interpretation of remotely sensed data. These algorithms are developed based upon empirical data and radiative transfer modeling. This work involves intensive fieldwork, laboratory analyses, numerical modeling, and field validation. 3.0 Task Definition This section identifies the tasks necessary to support the Earth Science Applications Directorate in the development of applications for remote sensing data in coastal environments. These will be performed according to accepted research methods that will be provided by the Government. Task 1 Regular collections of water samples in the Mississippi River and in coastal waters impacted by the river plume. Tasks 2 Analysis of water samples for bio-optical parameters including light absorption by chlorophyll, organic matter, and detritus. Tasks 3 Analysis of water samples for total organic carbon content including dissolved and particulate fraction. Tasks 4 Provide support for the operation of ESA bio-optics laboratories. This includes monitoring of instrumentation, handling of glassware, and general housekeeping. 4.0 Deliverables Water samples and results from laboratory analyses. 5.0 Period of Performance The period of performance shall be from contract award and continue through one (1) year. 6.0. Personnel The suggested PI for this project is Dr. Steven Lohrenz, Department of Marine Science, University of Southern Mississippi at SSC. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/SSC intends to purchase the services from The University of Southern Mississippi. A Recommendation and Determination to Solicit from One Source is included in the file. The Government intends to acquire a commercial item using FAR Part 12. The NAICS Code and Size Standard are 541990 and $5.0 Million, respectively. The DPAS Rating for this procurement is DO-C9. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on February 20, 2003. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. All responsible sources may submit an offer which shall be considered by the agency. An Ombudsman has been appointed.
