Description
The U. S. Secret Service (USSS) has a 100% small business set aside requirement for the manufacture of lapel emblems in accordance with Government provided specifications for color, shape and design. This requirement is for three (3) separate types of lapel emblems. PERMANENT EMBLEMS. Two of the types are permanent lapel emblems. A total quantity of 2,000 permanent emblems is required. The permanent emblems are to be manufactured from sixteen-gauge metal, composed of 95% copper and 5% zinc. All pieces are to be gold electroplated, not less than 10 mils thick. Permanent emblems are to be a one-piece die struck construction with an overall outside diameter of one (1) inch by one (1) inch, with a 1/16 inch gold border. The contract will provide an additional twenty-five (25) blanks. The contractor will provide all labor and materials to for this requirement. Separate pricing for the dies and tools is to be provided. All tools and dies manufactured for the U. S. Secret Service become the property of the Service. After the dies and tools are completed, the contractor will submit a sample of the permanent lapel emblem for Secret Service approval prior to mass production. A USSS representative will be on-site at the manufacturing facility for the stamping element for the permanent emblems to ensure accountability for all label emblems. All excess waste material will be controlled and destroyed in the presence of the USSS representative. The awardee must provide a timetable within one (1) week of award to schedule the USSS on-site representative. TEMPORARY EMBLEMS: The third type is a temporary lapel emblem. The requirement is for three thousand (3,000) each of eight (8) color combinations under lithographed process for a total quantity of 1,200,000 temporary lapel emblems. The temporary lapel emblems are to be one (1) inch by one (1) inch, excluding the tab. The metal lithographic tabs will be manufactured from .010? thick tin plate metal. The tab shall have a deep thorn for retention with an appendage extending 5/8 inch from the main design. The contractor will be required to submit a sample of the lapel emblem for approval prior to mass production. A USSS representative will not be on-site during the lithographic process. The contractor shall furnish all labor and material to provide the items listed above. Dies and tools shall be quoted separately. The solicitation shall include a 50% quantity option requirement. The option quantity is for an additional 1,000 permanent lapel emblems, and 600,000 temporary emblems. SECURITY REQUIREMENTS: Prior to award, a USSS representatives will perform an on-site survey of proposed awardee?s manufacturing and lithographic facilities for compliance with the following requirements: (1) the contractor shall establish a restricted area where elements of the manufacturing process will take place. This area will be either a secure room, wire cage, roped or cornered off area; (2) the contractor?s facility shall be equipped with combination style safe or vault to secure the permanent lapel emblems; (3) all of the offeror?s personnel directly involved in production of the emblems, as well as the management team, must pass a USSS police name check; (4) the contractor?s facility shall be equipped with additional physical security measures which may include guards, burglar alarms, motion detectors, reinforced doors and windows; (5) the lithographic facility shall include a large cage, room or vault for the safekeeping of the temporary emblems. The proposed awardee will be briefed on the results of the on-site survey and given two weeks to remedy any security issues, which are identified. The Secret Service reserves the right to conduct unscheduled on-site inspections during the production process A quantity variance will not be incorporated into this award. Delivery of complete sets is required. Broken or incomplete sets will not be accepted. The USSS anticipates awarding a firm fixed price definite delivery contract. The Government reserves the right to make multiple awards under this solicitation. The delivery schedule is anticipated at 90 days after award of contract. Delivery of all items shall be FOB Destination to the USSS, Washington DC. Specific packaging requirements will be identified in the solicitation/contract. Release of the solicitation is anticipated within fifteen (15) days of this notice. Quotes/proposals are expected to be due within thirty (30) days of the issuance of the solicitation. Requests for copies of the solicitation must be in writing within ten (10) days of this notice. FAX OR ELECTRONIC RQUESTS WILL NOT BE HONORED.
