Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition (FAR) Subpart 12.6, as supplemented with additional information included in this notice. [FAR Internet Reference: http:www.arnet.gov/far] This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The Bureau of Alcohol, Tobacco, and Firearms, and Explosives requires a forensic glue fuming chamber capable of revealing latent finger and palm print impressions left on non-porous physical evidence. Internal dimensions must be a minimum of 6.5 feet by 5 feet by 2 feet and a door aperture of at least 6.75 feet by 2.5 feet to accommodate doors, car seats, long guns and other large articles of evidence. Must have a power supply unit of 110 or 230V and output to cabinet 500W, 24V; Must have a UPS power supply unit capable of supporting a complete machine cycle if main power supply fails. Must have chamber temperature, humidity & status of cycle displays. Must have internal air circulation, temperature, humidity, fume exposure and time controls. Must have shelving that can be located in various positions to suspend or support exhibits as required. Must be able to load articles and replace consumable items without entering the chamber. Must set-up the chamber for ATF and train/ demonstrate the chamber?s use to ATF lab personnel. The NAICS Code is 339111 for which the small business size standard is limited to 500 employees. The required delivery date will be 30 days from the date of award. The following FAR clauses and provisions are incorporated in this solicitation by reference and are in full force and effect through FAC Circular 2001-11: FAR 52.212-1, Instruction to Offerors,---Commercial Items, FAR 52.212-2, Evaluation?Commercial Items, FAR 52.212-3, Offeror Representations and Certifications?Commercial Items, and 52.212-4 , Contract Terms and Conditions--Commercial Items. Evaluation factors for award in order of importance are: offer of a product that best meets ATF technical requirements, within the stated timeframe, substantiated durability of the product, quality of past performance, and reasonable cost to the Government.
