- Notice of availability of a prospectus for solicitation of offers to operate commercial visitor services at two locations within the Jamaica Bay Unit of Gateway National Recreation Area. The prospectus will be available on February 12, 2003. The services required at the Flatbush Avenue location include a 75-tee golf driving range and snack bar. Additional authorized services are: tennis courts, pro shop merchandising facilities, golf training center, club house facility, heated tees, indoor simulated golf practice systems. The other part of the operation at Jacob Riis Park includes an 18-hole pitch and putt golf course and limited food service. Authorized services are miniature golf and baseball batting practice facilities. The concessioner provides all equipment and supplies used in the operation. The primary operating season is from the beginning of spring through the fall. There are shoulder seasons and when weather permits, operations occur throughout the year. The term of the contract will be ten years and will require an initial investment including purchase of the incumbent concessioner's possessory interest in real property estimated at $364,190, other property estimated at $223,270, and a facilities improvement program at $855,200. The minimum franchise fee to be paid to the National Park Service is eight and one-half percent (8.5%) on the combined driving range and golf course operation and nine percent (9%) if miniature golf is also proposed, of the concessioner's annual gross receipts. The prospectus will explain the business opportunity, the terms and conditions under which the NPS will award the concession contract, the proposal instructions and proposal package (including the selection factors). The solicitation, selection and award of the concession contract will be conducted pursuant to 36 CFR Part 51. The cost of purchasing a copy of the prospectus is $50.00.
