Description
The Pacific Northwest Region, U.S. Bureau of Reclamation, Boise, Idaho, per the authority of FAR 6.001(a) and using FAR Parts 13 procedures, intends to negotiate a non-competitive contract with the Oregon Water Resources Department (OWRD), 158 12th St NE, Salem, OR 97301, for the development, implementation, and maintenance of a GIS database of Umatilla Project, Oregon, water rights. The NAICS Code applicable to this requirement is 541511. OWRD is uniquely qualified to perform this work for the following reasons: a) OWRD is the state agency responsible for administering water rights in Oregon and, in that capacity, maintains all of the official records necessary for the Umatilla Project Water Rights Database; b) water rights information is highly dynamic and complex, involving frequent changes processed through legally established protocols, and much of this information is not readily accessible or transmittable to parties external to OWRD; c) OWRD is the developer of the Digital Water Rights Transfer Application (DWRTA), a GIS based computer program that expedites the administrative approval of water rights transfers and the updating of the Oregon's geospatial water rights database by using irrigation district submitted GIS and CAD files that map proposed changes in place of use ; d) adoption of DWRTA by the Umatilla Project represents the first deployment of this application beyond its development environment and may require significant modifications to successfully function in a broader domain; e) OWRD, in both its water rights administration and local watermaster roles, has extensive experience with and knowledge of the participating irrigation districts' business practices and related information. Although this notice of intent is not a request for competitive proposals, persons interested in this requirement may identify their capability to respond to the requirement or submit proposals. All information received by 4:00 PM MST, February 14, 2003, will be considered by the Government in determining whether to conduct a competitive procurement. A determination not to compete this proposed action, however, is solely within the discretion of the Government.
