Description
The U.S. Coast Guard has decided not to set aside this acquisition for HUBZone concerns because not enough HUBZone certified business concerns complied with the requirements of the sources sought synopsis to promote competition. The United States Coast Guard, Maintenance & Logistics Command, Atlantic intends to issue a commercial Request for Quotes (RFQ) for drydock and repair of the USCGC SCIOTO (WLR 65504), a 65 Foot ?B? Class River Buoy Tender and 100 Foot Barge. The Coast Guard intends to conduct this procurement in accordance with Federal Acquisition Regulation (FAR) part 12, Acquisition of Commercial Items, and FAR Subpart 13.5, Test Program for Certain Commercial Items. The simplified acquisition will be issued as a best value Request for Quotes (RFQ), on or about 18 February 2003 with quotes due on or about 13 March 2003. The RFQ will be issued via the Federal Business Opportunities (FEDBIZOPPS) web page at www.eps.gov. Hard copies of the specification and solicitation will not be issued. A CD-ROM containing all applicable drawings will be sent via U.S. mail if requested. Send all requests via email to smartinez@mlca.uscg.mil. It is incumbent upon contractors to monitor the FEDBIZOPPS web page for RFQ release and all subsequent amendments. FEDBIZOPPS also contains an optional automatic notification service. The standard industrial classification code is 3731 and the NAICS is 336611. All businesses, large and small, are encouraged to submit quotes for the subject requirements. The Home pier of the vessel is KEOKUK, IA. The vessel is GEOGRAPHICALLY RESTRICTED to the Western Rivers of the United States. The ?Western Rivers? means the navigable portion of the Mississippi River and its tributaries above mile 0 of the Lower Mississippi River. Navigable tributaries of the Mississippi River include only the waterways within the area of jurisdiction of the Coast Guard Aids to navigation Facilities as described in Light List Volume V (COMDTINST M16502.5), and the Tennessee-Tombigbee Waterway to the mouth of the Mobile River. This includes protected portions of the Intra Coastal Waterway connected to the Western Rivers, but specially excluded unprotected or open waters such as Mobile Bay, Lake Borgne, and the Gulf of Mexico. All work will be performed at the contractor's facility. The performance period is fifty-four (54) calendar days beginning on or about June 03, 2003. The contractor shall provide all labor, equipment necessary to perform drydock repairs to the USCGC SCIOTO including but not limited to the following Base and Option Items: (1) Welding, (2) Remove and Reinstall Propeller, (3) Fabricate New Shaft, (4) Renew water lubricate shaft bearings, (5) Renew shaft strut barrel, (6) Remove, inspect, and reinstall propeller, (7) perform minor repair and reconditioning of propeller, (8) Clean and test grid coolers, remove, (9) Inspect and reinstall rudder assemblies, (10) Overhaul and renew valves, (11) Rebuild rudder stock, (12) Renew rudder lower bearing trunk, (13) Renew rudder upper bearing housing support, (14) Preserve spud and spud well on tender and barge, (15) Renew spud well liners, (16) Inspect deck fittings, (17) Preserve ballast tanks, (18) Preserve underwater body, (19) Renew draft figures, (20) Temporary messing and berthing, (21) Temporary logistics, (22) Routine drydocking, (23) Reinforce tender bow shell plating, (24) Renew MDE grid coolers, (25) Renew hatches and scuttles, and (26) Renew deck covering system. Funds are available for this procurement. This procurement is subject to the Small Business Competitiveness Demonstration Program. All responsible sources may submit an offer, which shall be considered by the United States Coast Guard. "Attention: Minority, Women-owned, and Disadvantaged Business Enterprises (DBE's)!
