Description

The U.S. Department of Commerce, NOAA/NOS, Marine Chart Division intends to negotiate on a sole source contract with Laser-Scan Inc., 45635 Willow Pond Plaza, Sterling, VA 20164-4457, for software licenses. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. The purpose of this synopsis is to determine if any other source(s) are able to provide the products outlined herein and (2) announce the Government's intent to solicit on an other than full and open competition basis if no other responsible source is identified. All responsible sources may submit a response, which, if received timely, must be considered by the agency. Solicitation number RFQ NCNJ2000-3-00015 is being issued as a Request for Quote (RFQ). The provisions and clauses in effect are hereby incorporated through Federal Acquisition Circular 2001-10. The NAICS code for this procurement is 511210. The NOAA/NOS, Marine chart Division, Electronic Navigational Chart (ENC) project produces ENCs for the U.S. coastal waters and inland waterways. The production of ENCs is a complex and demanding task that used high end geographic information system's (GIS) to process vector chart data into a form that is suitable for ENC production. ENC production requires a specialized system that can handle the IHO S-57 object catalogue in an enterprise wide database system. In addition the system has to be capable of producing ENCs and updates that comply to the IHO standard. Currently the (MCD) uses the LAMPS 2 ENC/NOAA Enhanced flowline bundle production system that is based on the Gothic language. MCD currently holds 22 user licenses for this software. However due to an increase in the amount of on site contractors using the software additional seats (5 each) are required to fulfill the production goals of the ENC program for this effort.
