Description

The U.S. Department of Commerce, National Oceanic & Atmospheric Administration (NOAA), Forecast Research Division (FSL) of Boulder, Colorado proposes to negotiate on a sole source basis contract under the authority of 41 U.S.C. 253(c)(1) with Iowa State University of Science & Technology to improve understanding of the relationship between mesoscale convective system (MCS) morphology and precipitation forecast accuracy, and also the impacts of differing model physical schemes on simulated morphology and rainfall. The Iowa State University staff, headed by Dr. Bill Gallus, has a combination of skills and past experience in the exploration of model simulations of warm season convective system rainfall and system morphology. This project will also include using innovative objective verification techniques such as the Ebert-McBride method that was recently implemented at FSL. No other group has worked with this new technique. Specific work tasks will include: 1)Exploration of the impact of model physics on simulated International H2O project (IHOP) MCSs; 2)Morphological classification of observed events; 3)Analysis of objective measures as a function of observed morphology; 4)Exploration of the impact of model physics on simulated 2003 MCSs; 5)Morphological classification of simulated convective systems and comparison with observations. The contract period is May 15, 2003 through August 15, 2003. This procurement is being conducted per FAR Part 13, Simplified Acquisition Procedures (NTE $100K). This synopsis is issued for information only. No competitive solicitation is planned.. Information submitted in response to this notice will be used solely to determine whether or not use of competitive procedures to fulfill this requirement would be in the Government's best interest and must address qualifications pertinent to this requirement.
