Description
NA This announcement is for Sources Sought for a potential small business set-aside. The NAICS Code is 541611, Dollar Value is $6 Million, FSC Code: 8752. The Military Traffic Management Command has a requirement to provide Project Office support to the Sur face Transportation Management System (STMS) Project Office. The STMS is a computer based distribution management capability being developed by a Systems Integrator (SI) under a separate Military Traffic Management Command (MTMC) contract. The STMS capab ility will utilize proven commercially available off the shelf (COTS) based solutions to replace current functionality found within MTMC's Integrated Booking System (IBS) and Global Freight Management System (GFM). In addition, functionality from several o ther MTMC systems will be incorporated into STMS capability during contract option years. STMS is projected to be a nine year contract, consisting of a base year, four one year options, and four one year award term periods. During the base year, IBS and G FM functionality will be incorporated into STMS and the capability will be fielded to all existing users of those systems. The subsequent years will consist of incorporating functionality from other MTMC systems as well as maintaining the base STMS capabi lity and training users. The main objective of this task is to provide the STMS Project Office (PO) technical, functional and administrative support in managing the STMS development project. Primarily this effort will consist of monitoring and assessing t he effectiveness of the SI during the development, training, fielding and maintenance of the STMS capability. This includes a full range of activities including, but not limited to, the following: (1) Monitoring the SI's progress in meeting all required deliverables within the STMS contract. (2) Coordinating meetings, which may include representatives from the Military Services and other government agencies, as required by the PO. (3) Preparing and providing briefings, both technical and functional issue s, as required by the PO. (4) Reviewing contract deliverables (e.g., project management plans, training plans, quality assurance plans, etc.) in order to validate completeness and effectives of the deliverable. (5) Preparing a variety of reports on the eff ectiveness and efficiency of the SI including, but not limited to the following: (a) Contract expenditures against STMS line item costs. (b) Status of the DII COE approval process for STMS (c) Status of tasks assigned by the PO to the SI and the effectiv eness of the SI in performing those tasks in the time frame required by the governement. (d) Evaluating the effectiveness and efficiency of the SI in responding to request for assistance from the MTMC Consolidated Help Desk. (e) Evaluating the effectivenenss of the Independent Validation and Verification (IV&V) contractor in meeting all deliverables and tasks within the IV&V contract. (6) Coordinate and provide for functional and technical subject matter experts, as required by the PO, to provide expert recommendations on problems that may arise or to validate the SI's approach to resolving a functional or technical issue. These expert s must be well versed in the COTS applications being implemented by the SI and the functional process (e.g., customs clearance, etc.) under review. (7) Assist the PO in responding to a variety of data calls from a multitude of requestors (e.g., USTRANSCOM, etc.). (8) Assist the PO in collecting information and completing the surveillance requirements required by the Quality Assurance Surveillance Plan (QASP). (9) Draft the Configuration Control Board (CCB) Charter and provide minutes from all CCB meetings. Track any tasking that may arise during CCB meetings and coordinate with the tasked individual to facilitate timely task completion. (10) Assist the PO in u pdating all required STMS lifecycle documentation to include configuration management and change version control of those documents. (11) Review of STMS systems interface documents to ensure that the SI accurately captures interface requirements and that SI effectively replicates existing IBS/GFM system interfaces. (12) Develop a comprehensive list of IBS/GFM baseline functional capabilities and assist the PO to ensure that the SI incorporates all required IBS/GFM functionality into STMS. Period of Performance: 14 March 2003 -15 March 2004- with 2 one year options. Type of Contract: Firm Fixed Price. This awardee must be independent and not belonging to the same corporation and/or subcontractor as the incumbent for the STMS System integrator contract and STMS IV&V services contract. Place of Performance, Headquar ters Military Traffic Management Command Operations Center 661 Sheppard Place Fort Eustis, VA 23604-1644 The majority of the work will be performed at the government site at Fort Eustis, VA. The STMS Project Office will be located at the address above, w ith the STMS Technical Proponent located at MTMC-Alexandria, VA. Periodic visits to the STMS development site, and MTMC-Alexandria, VA to interface with government technical representatives will be required. Maximum use of on-site video teleconferencing facilities will be utilized to minimize visits to MTMC-Alexandria, VA. Security: Work performed under this task order shall be UNCLASSIFIED. Data from existing IBS and GFM systems and the STMS system is considered unclassified sensitive. The contractor must abide by all HQ MTMC Security Policies. The contractor will be required to sign non-disclosure statements, as access to proprietary and sensitive data and information will be necessary to perform this task. Government Furnished Equipment: On-site co ntractor personnel shall be provided appropriate workstations each with a computer, LAN access, fax, telephonic support, supplies, and access to other routine office support equipment such as copiers and printers. Contractor Travel: A moderate amount of t ravel is anticipated in support of the tasks required by this SOW. Travel to MTMC-Alexandria, VA and the STMS contractor's development, production and Continuity of Operations (COOP) facilities, as well as sites throughout MTMC?s worldwide area of respons ibility may be required. Due to the uncertainty in estimating travel requirements, the contractor shall propose $30,000 for each performance period for travel requirements, and shall bill actual costs incurred, not to exceed JTR per diem and mileage rates .
