Description
Sources Sought for Biological and Physical Science Laboratory Technical Services This announcement constitutes a Sources Sought Synopsis. Responses to this publication are solicited to identify qualified sources. Qualified sources are limited to 8(a) and small business concerns only, who have the interest and ability to provide the laboratory technical services detailed below. The services are currently being performed by government personnel. Any resultant solicitation will be competed under OMB Circular No. A-76 procedures. The NAICS code is 541990 and the Size Standard is $6 million in average annual receipts for the previous three (3) years. This is not a request for a formal proposal. This synopsis seeks to identify the interest from potential 8(a) contractors and small business concerns for the operation and maintenance for biological and physical science laboratory technical services in support of the mission of Centers and Office of Regulatory Affairs of the Food and Drug Administration (FDA). Contractors expressing an interest in providing such services should identify their capabilities in operating and maintaining activities at government facilities that require a practical knowledge of the methods and techniques of a wide variety of biological or physical sciences, including chemical, physical, microbiological, organoleptic, and microanalytical analysis. Services include selection of appropriate standard laboratory procedures to use, preparation of scientific media for testing, performance of laboratory procedures, performance of standard data analyses, keeping detailed records of all work performed, testifying in court to support regulatory cases, preparation of standard reports, documenting standard procedures, and providing data and analysis (to include graphics) that will be used to prepare scientific papers and presentations. Activities also include related indirect laboratory functions such as supplies tracking, equipment maintenance and calibration, animal husbandry (biological science only), animal research procedures and activities (biological science only), and administrative support. Activities may also include providing recommendations and suggestions regarding development and use of new methods and adaptation of existing methods to new requirements. Capability statements should include a description of the organization?s experience in the above activities. Furthermore, a statement shall be included indicating the educational background and experience of its staff as well as the knowledge of the methods and techniques of biological and physical sciences. Interested contractors shall also provide (1) an outline of specific work previously performed or being performed; (2) the professional qualifications and specific experience of staff who may be assigned to the requirement; (3) any other specific and pertinent information as pertains to this Sources Sought Notice that would enhance our consideration and evaluation of the information submitted. Responses must reference Request for Information (RFI) number 223-03-4302 and include the following: (1) name and address of firm, (2) type of business (i.e.: small business, small disadvantaged 8(a) certified, woman-owned small business, small disadvantaged business (not 8(a) certified), or veteran-owned small business) (3) two points of contact: name, title, phone, fax and e-mail, (4) DUNS number, (5) NAICS code, (6) contractor?s capabilities statement: providing the information stated above, (7) list of customers covering the past 5 years: highlight relevant work including a summary of work performed, contract number, contract type, dollar value for each customer, reference and customer point of contact with phone number, and identify your role as either the Prime or Subcontractor. Responses shall be submitted via e-mail to: proane@oc.fda.gov. no later than February 14, 2003. THIS SYNOPSIS IS FOR INFORMATION AND PLANNING PURPOSES AND IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT. THIS IS NOT A SOLICITATION ANNOUNCEMENT FOR PROPOSALS AND NO CONTRACT WILL BE AWARDED FROM THIS ANNOUNCEMENT. NO REIMBURSEMENT WILL BE MADE FOR ANY COSTS ASSOCIATED WITH PROVIDING INFORMATION IN RESPONSE TO THIS ANNOUNCEMENT AND ANY FOLLOW-UP INFORMATION REQUESTS. RESPONDENTS WILL NOT BE NOTIFIED OF THE RESULTS OF THE EVALUATION. ALL INFORMATION SUBMITTED IN RESPONSE TO THIS ANNOUNCEMENT MUST ARRIVE ON OR BEFORE THE CLOSING DATE. THE CLOSING DATE FOR RESPONSES IS FEBRUARY 14, 2003.
